pursuit or development. This Act shall not apply to farm
laborers, domestic servants, nor to country blacksmiths, wheel-
wrights or similar rural employments, unless these employ-
ments elect to come under this Act as provided in Section 33,
nor in any case where the accident occurred before this Act
takes effect, nor to casual employes, or any employes who are
employed wholly without the State.
SEC. 4. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by a
yea and nay vote by three-fifths of all the members elected to
eacli of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 304.
AN ACT to repeal and re-enact with amendments Section 8 of
Chapter 88 of the Acts of 1920, entitled "An Act to pro-
vide certain regulations for the shooting of wild fowl in,
on or over the waters of Talbot County," relating to the
location of blinds and prohibiting the placing or setting of
fish nets nearer than fifteen hundred yards of any licensed
blind.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 8 of Chapter 88 of the Acts of 1920, enti-
tled "An Act to provide certain regulations for the shooting of
wild fowl in, on or over the waters of Talbot County," be and
it is hereby repealed and re-enacted with amendments, to
read as follows:
8. All owners of riparian rights on the said waters of
Talbot County shall, by virtue of said ownership, be first enti-
tled to make a choice of the "set" or position in front of the
property in which they are owners of the riparian rights for
the purpose of erecting and maintaining any booby blind,
stake blind, floating blind, sink box or artificial point of any
description, provided that said riparian owners shall avail
themselves of said choice of locality and clearly mark the
same within not less than twenty days prior to the open sea-
son fixed by law for shooting wild fowl on the waters of Tal-
