SEC. T. And be it further enacted, That said Mayor and
Council shall provide for each and every property -abutting
upon a street or right-of-way in which, under this Act, a water
main or sewer is laid, a water connection or sewer connection
which shall be extended as required, from the water main or
sewer to the property line of the abutting lot, said connection to
be constructed by, and at the sole expense of the Mayor and
Council. When any water main or sewer is declared by the
Mayor and Council complete and ready for the delivery of
water or the reception of sewage, every abutting property own-
er, after due notice, shall make connection of all spigots or
hydrants, toilets, sink drains, wash trays, etc., with said water
main or sewer within the time prescribed by the Mayor and
Council. Where the aforesaid fixtures do not exist or are of a
nature which, in the judgment of the Mayor and Council, is
improper or inadequate, satisfactory equipment shall be in-
stalled. All wells that are found by the Mayor and Council,

or the county or State health authorities, to be polluted or a
menace to health shall be abandoned and closed. All cesspools,
sink drains and privies shall be abandoned and left in such a
way that they cannot be again used nor injuriously affect the
public health, said disposition to be determined by the Mayor
and Council or by said authorities. Any violations of the pro-
visions of this section shall be a misdemeanor punishable under
Section 16 of this Act

SEC. 8. And be it further en/acted, That before any plumb-
ing, water supply or sewer construction is done in any build-
ing or upon any private property, within the corporate limits
of the town of Gaithersburg, or on any property outside of said
limits that connects with a water main or sewer under the juris-
diction of the Mayor and Council, the person, firm or corpora-
tion doing the same shall first obtain a permit from the Mayor
and Council and pay therefor such reasonable sum as the
Mayor and Council may prescribe. Such work shall be done
under and pursuant to such rules, regulations and requirements
as the Mayor and Council may from time to time formulate, 7

not inconsistent, however, with the requirements of the Plumb-
ing Code of the State of Maryland, and subject to such inspec-
tion as may be deemed necessary. To connection of any kind
shall be made with any water main or sewer, constructed or
maintained by the Mayor and Council, without a permit and
under such conditions as the Mayor and Council may authorize.
The Mayor and Council shall have the right of entry at reason-
able hours to all buildings and premises having any connection
