tion shall be "Against Road. Improvement Bonds, " then the
question shall be submitted a third time to the qualified voters
of said town at the next succeeding regular municipal election
in said town in the same manner and method as hereinbefore
provided. And if a majority of the votes cast upon said ques-
tion shall be "For Road Improvement Bonds, " then the Mayor
and Councilmen of Garrett Park may proceed at any time to
execute the powers vested in it by the provisions of this Act;
but if a majority of the votes east upon said question at said
third election shall be "Against Road Improvement Bonds, "
then this Act shall be void.
SEC. 5. And be it further enacted, That this bill, being an
emergency measure, shall take effect from the date of its pas-
sage.

CHAPTER 191.
AN ACT to authorize and empower the Board of County Com-
missioners of Carroll County to borrow upon the faith and
credit of said county a sum of money not to exceed Seven
Hundred Thousand Dollars ($700, 000. 00) and to issue and
sell within five years after the first day of July, 1922, coupon
bonds therefor, and to expend not exceeding the sum of
Three Hundred and Fifty Thousand Dollars ($350, 000. 00)
of said loan for the purpose of erecting and equipping new
public school buildings in said county; and to expend not
exceeding the sum of Three Hundred and Fifty Thousand
Dollars ($350, 000. 00) of said loan for the purpose of con-
structing and permanently improving county public roads in
said county; and providing for the time, manner and terms
of said loan and bond issue; and to provide for the payment
of the interest on said bonds and of the principal thereof as
the same shall mature and become payable; and to provide
for the levying of taxes on the assessable property of said
county for the purpose of paying said interest and for the
liquidation of said bonds; and providing that before the issu-
ance of said bonds the question of the issuance thereof shall
be submitted to a vote of the duly qualified voters of said
county at an election to be held in said county at a special
election to be held on Monday, the 15th day of May, 1922,
