elected, unless sooner removed by the Council, for cause and
where compensation may be fixed by them. The clerk shall
keep in a well bound book full minutes of the proceedings of
the Council. The Treasurer shall receive all taxes and other
money due the town, and shall disburse the same on the order
of the Council. The Council shall require of the Treasurer a
bond to be by them fixed and determined for the faithful dis-
charge of his duties as such Treasurer, and for his, failure or
neglect to faithfully discharge his duties as Treasurer he may
be removed from office on a two-thirds vote of the Council.
The Treasurer shall, annually and at such times as he may be
required by the Mayor and Council, furnish a detailed state-
ment of the condition of the Treasury.
SEC. 18. And be it enacted. That the Council shall annually
appoint such police officers as it may deem necessary; and pre-
scribe their duties and compensation. The officers of the peace
appointed by the Council, under the powers conferred by this
Act, are hereby vested with the same power and authority as
any constable or police officer may now have under the laws of
the State.
SEC. 19. And be it enacted. That the Council may appoint a
scavenger, prescribe his duties and fix his compensation to be
paid out of the general fund or by a special tax for that purpose
to be imposed on the owners of the respective buildings and
collected as the Council may direct.
SEC. 20. And be it enacted, That the Council may annually
levy a general tax for the expenses of the corporation upon the
taxable real property within the town limits, and the same
shall be collected by the treasurer, or by a collector especially
appointed by the Council for that purpose, whose compensation
for collecting said taxes shall not exceed five (5) per cent on
the amount collected, and the said treasurer, or collector, in
collecting said taxes, shall have full power to distrain for the
same in the same manner as the collectors of state and county
taxes. Provided that the tax so levied shall not, in any one
year exceed 75 cents on each $100. 00 of assessed valuation.
SEC. 21. And be it enacted, That the Council shall from
time to time make or cause to be made an assessment of the
real property within the town limits for the purpose of taxation
and shall amend said assessments as and when it deems justice
requires a readjustment; provided, that all unimproved lots
within said corporate limits west and north of a line extending
