mitted, as hereinafter provided, to the qualified voters of
Hagerstown at the regular municipal election to be held on
the fourth Monday in March, 1922, shall be approved as here-
inafter stated. The provisions of this Act shall be published
in full at least three times in each of the daily newspapers
published and circulated in Hagerstown, the first of said pub-
lication to be not less than six days before the day of election.
The manner of submission shall be that on the ballot at said
regular Municipal election there shall be printed the words
"For issuing of bonds for construction, repairing, paving and
repaving streets and highways of Hagerstown", with a blank
square opposite at the right, and the words "Against issuing
of bonds, for constructing, repairing, paving and repaving
streets and highways of Hagerstown", with a blank square
opposite at the right, and all voters desiring to vote for the
provisions of this Act shall place a cross (x) mark in it
square opposite the words "For issuing of bonds for con-
structing, repairing, paving and repaving streets and high-
ways of Hagerstown, " and all voters desiring to vote against
the provisions of this Act shall place a cross (x) mark opposite
the words, "Against issuing of bonds for constructing, repair-
ing, paving and repaving streets and highways of Hagers-
town". If at said the said regular Municipal election held under
the provisions of this Act a greater number of said qualified
voters shall vote "For issuing of bonds for constructing, repair-
ing, paving and repaving streets and highways of Hagerstown",
than shall vote 'Against issuing of bonds for constructing,
repairing, paving and repaving streets and highways of Hagers-
town", then and in that event the provisions of this Act shall
immediately go into effect, and become operative. In case
a greater number of said qualified voters at said election held
under the provisions of this Act shall vote "Against issuing
of bonds for constructing, repairing, paving and repaving!
streets and highways of Hagerstown, " than shall vote "For
issuing of bonds for constructing, repairing paving and re-
paving streets and highways of Hagerstown", then and in
that event this Act shall become null and void and of no effect.

SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and the
same having been passed upon a yea and nay vote, supported
by three-fifths of all members elect of each of the two houses of
