supported by three-fifths of all the members elected to each
House of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 119.
AN ACT to authorize and empower the Mayor and Council
of Hagerstown to issue coupon bonds on the faith and
credit of Hagerstown, to raise a sum of money to be
used exclusively for grading, constructing, repairing,
macadamizing, paving and re-paving streets and high-
ways of Hagerstown with such materials as shall be
selected by the Board of Street Commissioners, subject to
the approval of the Mayor and Council of Hagerstown;
Providing for the payment of interest on said bonds for
the payment of said bonds when due and payable, and for
the submission of the question of issuing said bonds to
the qualified voters of Hagerstown at the regular muni-
cipal election to be held on the fourth Monday of March,
1922.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and Council of Hagerstown be, and it
is hereby authorized and empowered to borrow the sum of
Two Hundred Thousand Dollars, or so much thereof as may
be necessary upon the faith and credit of Hagerstown, as
hereinafter provided, and to issue and sell coupon bonds to
raise the said sum of money aforesaid which said issue of bonds
shall be known and designated as Hagerstown Street Con-
struction and Improvement Coupon Bonds, and the money
arising from the sale of said bonds shall be applied to and
used exclusively for grading, constructing, repairing, macad-
amizing, paving and repaving of streets and highways of the
City of Hagerstown, Maryland, said work to be done under
the supervision of the Board of Street Commissioners and the
materials used to be purchased by said Board subject to the
approval of the Mayor and Council of Hagerstown.
SEC. 2. And be it further enacted, That to provide for
the borrowing of the money as authorized by the preceding
section the Mayor and Council of Hagerstown is hereby author-
