in the Code of Public Local Laws of Frederick County,
Maryland, (legalized by Chapter 86 of the Acts of 1918)
and declaring the same an emergency law and necessary
for the immediate preservation of the public safety.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Sections 350, 351, 352, 356, 366, 368, 370 and 451
of Article Eleven of the Code of Public Local Laws of Mary-
land, title "Frederick County, " sub-title "Frederick, " as codi-
fied in the Code of Public Local Laws of Frederick County,
Maryland, (legalized by Chapter 86 of the Acts of 1918) be
and the same are hereby repealed and re-enacted with amend-
ments, so as to read as follows:
350. All citizens of Maryland above the age of
twenty-one years, who shall be citizens of the United States
and who shall have resided within the State of Maryland for
twelve months and within Frederick City for six months next
preceding the election, possessing the qualifications prescribed
by Section 366 of this Article, and who shall be first registered
as prescribed in the subsequent sections of this sub-title of
this Article, shall be qualified to vote for a Mayor, a City
Register and for Aldermen, as hereinafter directed, and at all
municipal elections held in said city. All elections shall be
by ballot and no person shall be entitled to vote at any election
who is not duly registered as hereinafter required. Women
shall have equal privileges with men in registering, voting and
holding municipal office in the City of Frederick, anything in
any section of this article to the contrary notwithstanding, and
whenever the word "he" is quoted or any other word denoting
the masculine is used, the same shall also be construed to in-
clude the feminine.
351 On the second Tuesday in June, in the year 1922, and
on the same day in every third year thereafter, the voters of
Frederick City qualified as hereinafter prescribed, shall elect
the Mayor, the City Register, and five Aldermen for the City
in the manner following, namely: The city shall be divided into
eight voting precincts, the outlines of which shall be as follow:
The eastern boundary of Precinct No. 1 shall begin at the
intersection of Market and Patrick streets and run in the middle
of South Market street southwardly to the corporate limits; the
northern boundary of Precinct No. 1 shall begin at the inter-
section of Market and Patrick streets and proceed westwardly
