not less than par and accrued interest, provided that said bonds
shall be sold on competitive bidding by sealed offers, with the
privilege of rejecting any and all bids, and the money arising
from the sale of said bonds shall be kept by the County Treas-
urer in a separate fund known as "Public School Improvement
Bonds of Harford County, " to be used for the purpose of pay-
ing for sites for new school houses, building new school houses,
and purchasing equipment for same; improving and repairing
old school houses or the consolidation and equipping the same
in Harford County, Maryland; the said money arising from
the sale of said bonds shall be expended in the discretion of
the Board of Education or duly constituted school authorities
for said Harford County.

SEC. 5. And be it further enacted, That the proceeds from
the sale of bonds heretofore provided for, shall be paid by the
Treasurer of Harford County to the Treasurer of the Board of
Education of Harford County on a requisition from the Board
of Education of Harford County as other funds are paid out,
and the said Board of Education of Harford County is hereby
authorized to make requisition on said County Commissioners
and the said County Commissioners are hereby directed to
pay over the sum realized from the sale of said bonds, less
expense in preparing and issuing said bonds, in accordance
with the provisions of this Act, and the Board of Education of
Harford County shall keep a separate account of the funds so
received, and of the expenditures thereof, and shall make a
detailed statement to the citizens of Harford County, Mary-
land, at the time of publication of the annual report of said
Board of Education for all expenditures of funds derived
from this Act for the fiscal year covered by the said annual
report.

SEC. 6. And be it further enacted, That the question whether
said "Public School Improvement Bonds of Harford County,
Maryland, " shall be issued or not by the County Commission-
ers of Harford County, for aforesaid purposes, shall be sub-
mitted to the registered and qualified voters of Harford Coun-
ty, Maryland, at the regular election to be held on the seventh
day of November, 1922, and the said Supervisors of Elections
for Harford County, Maryland, are hereby directed to have

ballots printed to be used in said election, in clear, plain, bold
Roman Capital twelve-point type, submitting the question
"Shall bonds not exceeding $250, 000 be issued by the County
Commissioners of Harford County, Maryland, for the purpose
