have been or have been acquired are hereby saved and pre-
served to be availed of by the said Mayor and City Council or
any other persons or corporations as fully and to the same
extent as though this Act had not been passed, and nothing in
this Act shall be construed as in any manner impairing the
validity of any such liens which have already accrued under
the aforesaid sections of Article 1 of the Code of Public Local
Laws of Maryland, or under any other laws of the State of
Maryland, nor as depriving said Mayor and City Council, or
other persons or corporations, of any of the rights and remedies
thereof or in relation thereto, but all the rights and remedies
shall remain and be enforceable the same as though this Act
had not been passed.

109. All laws and parts of laws in conflict with this Act
be and the same are hereby repealed.

SEC. 2. And be it further enacted, That this is an emerg-
ency law, necessary for the health, safety and best interests
of the citizens of Cumberland, and three-fifths of the members
of the General Assembly of Maryland concurring therein, shall
take effect from the date of its passage.

CHAPTER 97.

AN ACT to repeal and re-enact with amendments Section 29A
of Article 33 of the Annotated Code of Maryland, title "Elec-
tions, " sub-title "Registration, " by adding Howard County
to the list of counties where an alternative method of mak-
ing the declaration of intent to become a citizen of Mary-
land is provided.

SECTION 1. Be it enacted Ity the General Assembly of Mary-
land, That Section 29A of Article 33 of the Annotated Code of
Maryland, title "Elections, " sub-title "Registration, " be and
it is hereby repealed and re-enacted with amendments to read
as follows:

29A. Declarations of intentions mentioned in the preceding
section may in Baltimore City and in Anne Arundel, Charles,
Queen Anne's, Harford, Montgomery, Garrett, Frederick,
Howard, Carroll, Cecil, Caroline, Wicomico, Talbot, Dorches-
ter, Calvert, Kent, Washington, Allegany, Somerset and Prince
