of property to the value of not less than one thousand dollars
($1, 000. 00), and assessed for the same on the tax books of the
said city at the time of his election and for two years next
prior thereto, the taxes on which shall not be in arrears; each
Councilman shall be the bona fide owner of property to the
value of five hundred ($500. 00) dollars, and assessed for the
same on the tax books of the said city at the time of their
election and for two years next prior thereto, the taxes on
which shall not be in arrears; and the said Mayor and City
Councilmen shall hold office for a period of two years from the
first Monday in April next succeeding their election and until
their successors shall have been duly elected and qualified.

13. The Mayor shall be President of the City Council.
The said Mayor and Councilmen shall take an oath before the
Clerk of the Circuit Court of Allegany County to faithfully
perform the duties of their offices, and each Councilman shall
receive as compensation for his services the sum of twelve hun-
dred dollars ($1, 200) per annum, payable in equal monthly
installments; the Mayor shall receive a salary of fifteen hun-
dred dollars ($1, 500) per annum, payable in equal monthly
installments, and the said Mayor shall devote at least six hours
a day to the duties of his office and to the affairs of said city.

14. The Mayor and each Councilman before entering upon
the duties of his office shall give bond, payable to the State of
Maryland for the use of the Mayor and City Council of Cum-
berland, in the sum of five thousand dollars ($5, 000), condi-
tioned for the faithful performance of his duty, with two or
more good and sufficient sureties, to be approved by the Clerk
of the Circuit Court for Allegany County, and shall, in addi-
tion to taking the oath prescribed by the Constitution of the
State of Maryland and laws thereof, also take the oath that he
is not under direct or indirect obligation to appoint or elect
any person to any office, position or employment under said gov-
ernment.

The said Mayor and City Council shall, by a majority vote
of all the members thereof, have the power to appoint all offi-
cers and subordinates in all the departments of the city.

15. The Mayor and each member of the City Council shall
during the whole term for which they are elected be possessed
of all qualifications rendering them eligible to be elected, and
if any one of them during the time for which he was elected
shall fail to retain all the qualifications necessary to render
