74. The legal voters of Deer Park who have resided within
the corporate limits thereof for six months next preceding the
election, and all citizens of the United States who own any in-
terest in real estate, or in houses in said town, of the age of
twenty-one years and over, shall elect by ballot on the first Mon-
day in May, in the year nineteen hundred and twenty-two, from
among the legal voters of said town, who have resided within
its corporate limits for twelve months next preceding the date
of such election, and who are taxpayers on either real or per-
sonal property therein, and who have been duly nominated for
said offices at a public meeting or meetings held in said town
by the citizens thereof not less than ten days before the date
of said election, a Mayor and four common councilmen; the
said Mayor and two of said common councilmen to serve for
two years from the date of their election, and until their suc-
cessors are duly elected and qualified, and the other two of
said common councilmen to serve for four years from the date
of their election, and until their successors are duly elected
and qualified; and on the first Monday in May in every second
year thereafter a mayor and two common councilmen shall be
elected from among the legal voters and in the manner afore-
said and qualified as aforesaid, to serve for two years from the
date of their election, and until their successors are duly elected
and qualified; and the services of said Mayor and common
councilmen shall be gratuitous and without pay.

85. They may annually levy a tax for the expenses of the
corporation upon the taxable property within the town limits,
real and personal, except public and private securities and book
accounts, and such property as may be occupied by churches
and public schools, and the same shall be collected by a col-
lector appointed by the said Mayor and common council for
the purpose, whose compensation for collecting said taxes shall
not exceed five percentum thereof, and who shall give bond
in such amount that they shall prescribe, and hold his office
during their pleasure, and the collector in collecting
the taxes shall have the same power of distraint for
the same that the collectors of State and county taxes have.

But the tax shall not exceed fifty cents on the one hundred
dollars in any one year. It shall be the duty of the Mayor and
common council annually during the first week of July to post
in at least three public places an itemized statement showing
the receipts from all sources of said village of Deer Park for
the year ending July 1st and an itemized statement of the ex-
