office at the date of the enactment of this Charter, shall hold
their offices until their successors are elected, or appointed and
qualified as herein provided. All ordinances, regulations and
resolutions now in force, and not inconsistent with the provi-
sions of this Charter shall remain in force until altered or re-
pealed by competent authority. No provisions of this Charter
shall affect any right, lien or liability subsisting at the date of
its enactment.

Section 23. This Charter is hereby declared to be a public
act, and may be used in evidence in all the courts of this State
without proof.

SEC. 2. And be it further enacted, That Sections 571 to
628, inclusive, of Article 16 of the Code of Public Local Laws
of Maryland, title "Montgomery County," sub-title "Takoma
Park," as enacted by Chapter 790 of the Acts of the General
Assembly of 1912, be and the same are hereby repealed.

SEC. 3. And be U further encated, That all Acts and parts
of Acts, laws and parts of laws, ordinances and parts of ordi-
nances, inconsistent herewith or contrary hereto, be and the
same are hereby repealed to the extent of such inconsistency.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 543.

AN ACT to repeal and re-enact with amendments Section
13 5B of Article 72 of the Annotated Code of Maryland,
title "Oysters," the said section relating to the conservation
and preservation of the natural oyster bars in the Chesa-
peake Bay or its tributaries.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 135B of Article 72 of the Annotated Code
of Maryland be and the same is hereby repealed and re- en-
acted, so as to read as follows:
