now licensed as assistant pharmacist, or who shall become so
licensed before the time when this Act shall become effective;
and provided further that no applicant for examination before
the Board of Pharmacy having the other qualifications herein
set forth shall be disapproved because he took his course of
studies at a night school or college.

CHAPTER 540.
AN ACT to provide for the appointment of a commission to
prepare and submit to the qualified voters of the City of
Annapolis a plan for the government of said city through
a commission and town manager, such plans to become effect-
ive if approved by a majority of such qualified voters, the
sections framed by such commission and approved by a ma-
jortiy of such voters to take the places of such sections of
Article 2, Section 28, Code of Public Local Laws, title
"Anne Arundel County," sub-title "Annapolis," and all other
Acts or parts of Acts amendatory to such Article 2, Section
28, which shall relate to the charter of the City of Ann-
apolis, and which shall be designated under the commission
provided by this Act, and to take the place of Chapter 123
of the Acts of the General Assembly of 1865, as amended by
Chapter 86 of the Acts of 1912 and Chapter 205 of the
Acts of 1918, and all other Acts amendatory of or relating
to said Chapter 123 of the Acts of 1865 which may be in
force on or after July 1, 1922.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the form of government of the City of Annapolis
shall be by commission and city manager, provided such form
of government is approved by a majority of the registered
voters of such city in the manner set out in this Act.
SEC. 2. And be it further enacted, That within thirty days
from the passage of this Act, a commission shall be appointed
to draft amendments to the City Charter of Annapolis, as set
out in Article 2, Section 28 of the Code of Public Local Laws,
title "Anne Arundel County," sub-title "Annapolis," and the
several Acts amendatory thereto, and to Chapter 123 of the
Acts of 1865, providing a charter for the Annapolis Water
Company, and the several Acts amendatory thereto, so that
