ALBERT C. RITCHIE, GOVERNOR. 1503

SEC. 4. And be it further enacted, That the Mayor and
Councilmen of Rock Hall are hereby authorized, empowered
and directed to use and apply the said sum of thirteen thou-
sand ($13,000.00) dollars or so much thereof as may be neces-
sary for the purpose of enlarging its electric light plant and
the equipment of same, and also for the purpose of the erec-
tion and construction of such necessary poles, appliances and
wire for the transmission of electricity in and along the streets
of said town and the roads adjacent thereto; and if there should
be any surplus remaining, then to apply the said surplus as
follows: First, to the liquidation and payment of the Rock
Hall Electric Light Plant Bonds authorized under Chapter 530
of the Acts of 1914, which are now or may be outstanding, and
secondly, for such municipal improvements as the Mayor and
Councilmen of Rock Hall mav deem necessarv.

SEC. 4A. And be it further enacted, That nothing in this
Act contained is intended or shall be taken or construed as re-
lieving the Mayor and Councilmen of Rock Hall from any and
all provisions of Chapter 180 of the Acts of the General Assem-
bly of Maryland of 1910, known as the Public Service Com-
mission Law, or any amendments thereto.

SEC. 5. And be it further enacted, That this Act is hereby
declared to be au emergency law necessary for the immediate
preservation of public safety and being passed upon a "yea"
and "nay" vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

CHAPTER 526.

AN ACT to authorize the County Commissioners of Baltimore
County to establish, construct, acquire and maintain and
extend water systems in said county, conferring upon said
County Commissioners all needful powers in respect thereto,
including the power to raise the necessary funds therefor by
taxation or assessments or borrowing upon the faith and
credit of the county.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Baltimore County shall
