such said tax shall be used for the repair and maintenance of
public roads and bridges in the same districts where levied and
collected and no other. All of the taxes herein authorized shall
be levied and collected as are other county taxes and shall be
disbursed by the County Commissioners upon public road and
bridges in Anne Arundel County, and not otherwise.

. The said County Commissioners shall, within sixty days
after their election and qualifications, appoint some compe-
tent person as County Road Engineer of Anne Arundel
County, who shall hold office from the date of his appointment
until removed for cause as now provided by law, or until he
voluntarily relinquishes the same, and who shall receive a sal-
ary not to exceed thirty-five hundred dollars per year, payable
monthly, and an allowance for traveling and all other expenses
not to exoeed five hundred dollars. He shall be a graduate civil
engineer, with a degree from an institution of recognized stand-
ing or shall have had at least five years' practical experience
in civil engineering-; and the County Commissioners shall make

such appointment without reference to the political opinions
of the person so appointed.

SEC. 2. And be it further enacted, That all Acts or parts
of Acts inconsistent with the aforegoing provisions or any of
them and particularly Sections 191, 192 and 193 of the Code
of Public Local Laws of Maryland, title "Anne Arundel Coun-
ty,'' sub-title "Roads," being Sections 316, 317 and 318 of
Melvin's Code of Public Local Laws of Anne Arundel County,
be and the same are hereby repealed to the extent of any such
inconsistency.

CHAPTER 525.

Ax ACT TO authorize the Mayor and Councilmen of Rock Hall,
State of Maryland, to issue bonds to the extent of thirteen
thousand ($13,000.00) dollars for the purpose of enlarging
its electric lig'ht plant and the equipment of same and for
the purpose of other municipal improvements.

SECTION 1. Be it enacted by the General Assembly of Mary-
land. That the Mayor and Councilmen of Rock Hall be and
tlifv are hereby authorized and empowered to issue bonds in the
name of said Municipal Corporation to an amount not ex-
