any such association not authorized as herein provided to
do business as herein denned in this State, shall be guilty
of a misdemeanor, and upon conviction thereof shall be
punished by a fine of not less than fifty nor more than two
hundred dollars. Any association, or any officer, agent,
or employee thereof neglecting or refusing to comply with
or violating any of the provisions of this Act, the penalty
for which neglect, refusal or violation is not specified in
this section, shall be fined not exceeding two hundred dol-
lars upon conviction thereof.

CHAPTER 493.

AN ACT to repeal section 166 of article 22 of the Code of
public local laws of Maryland titled "Washington
County", sub-titled, "Hagerstown" as repealed and re-
enacted by Chapter 556 of the Acts of Maryland, 1920,
and to re-enact the same with amendments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 166 of Article 22 of the Code of Public
Local Laws of Maryland titled "Washington County", sub-
titled "Hagerstown", as re-enacted by Chapter 556 of the Acts
of Maryland, 1920, be, and the same is hereby repealed and
re-enacted with amendments so as to read as follows.

SEC. 166. The tax collector shall collect all taxes assessed
and levied by the Mayor and Council for general and special
purposes, as authorized by this sub-title of this article; he shall
keep an account of all moneys collected and received by him,
and shall credit the same on his books to the particular head
or item of expenses for which the same have been levied, col-
lected or received; he shall receive all moneys which may be
collected by the clerk under any ordinance passed in pursu-
ance of the power conferred by Section 171 of this sub-title
of this Article, and all moneys which shall be paid over to
him by the clerk and collector as aforesaid, under any ordi-
dances passed under the power conferred by Section 171 of
this sub-title of this article; he shall distribute and apportion
pro rata to the several particular heads or items of expenses,
as require to be designated in the levy for general purposes,
as provided by Section 195; he shall pay out the several sums
