or alleys for the use of the public, but the same shall be deemed
streets and alleys, whether heretofore or hereafter dedicated for
public use without proceeding in the manner indicated in this
section; but no street or alley given or dedicated shall be con-
sidered to be under the control or be kept in repair by the
Mayor and Common Council and at their expense unless here-
tofore accepted by them. The said Mayor and Common Coun-
cil may enact all ordinances from time to time, not contrary
to law, necessary and proper to exercise the power granted in
this section; provided, that before opening or condemning any
street or alley at least twenty days' notice shall be given by
them of any application which may be made for the passage
of any such ordinance, by notice posted in at least three public
places, and by two weekly insertions in at least one and not
more than two newspapers published in Prince George's
County.

19. The Mayor and Common Council may by ordi-
nance provide for such fines, penalties, and forfeitures for
breach of their ordinances as they may think proper, not ex-
ceeding twenty-five dollars for any one offense; and may pro-
vide for non-payment of such fines, penalties and forfeitures
that the offender be imprisoned in some place of confinement
as provided in the succeeding section, for a, period of not ex-
ceeding sixty days.

20. They may provide by ordinance for the good govern-
ment of the town, for the preservation of peace and order there-
in, and for securing to the residents of said town all the
rights of person and property to which they are entitled by
law; for the surveying, grading, paving, repairing, draining,
laying out, extending, widening, opening, closing, straighten-
ing or relocating streets, sidewalks, or alleys in said town, and
they may condemn or purchase the right of way for any street
or alley which they may determine shall be opened for the
public good; for the removal of any obstruction from streets,
lanes and alleys; for establishing of building lines and build-
ing regulations; for prohibiting carrying of concealed weap-
ons; for prohibiting the discharge of firecrackers, torpedoes,
and other explosives; for preventing swine, cattle, fowls, dogs
or other animals from running at large on the streets; for the
suppression of gambling, vice, or immorality; for apprehend-
ing and punishing all tramps and vagrants; and they shall
pass all ordinances necessary from time to time to carry out
and enforce the foregoing provisions, and give full force and
