thereon shall be and remain exempt from state, county and
municipal taxes. And that a commission consisting of John
H. Shaab, John C. Maginnis, and Joseph L. Donovan all of
Howard County, Maryland, be and they are hereby appointed
as members constituting the commission hereby created for the
purpose of acting in conjunction with the Board of County
Commissioners in carrying out the provisions of this Act; and
in the event of the death or resignation or inability to serve, of
any member or members of said Commission his or their succes-
sor shall be named by a majority of the remaining members
thereof. , ,

SEC. 2. And be it further enacted, That of the said sum
of not exceeding Six Hundred Thousand Dollars ($600,000),
so borrowed, the said Board of County Commissioners and
the commission hereby created are hereby authorized and em-
powered to expend for the purchase of sites and for the purpose
of erecting and equipping new public school buildings and for
the purpose of enlarging, (equipping and permanently im-
proving old public school buildings a sum not exceeding the.
sum of Sixty Thousand Dollars ($60,000) ; and of said sum
so borrowed to expend for .the purpose of constructing and
permanently improving the public roads of said county a sum
not exceeding the sum of Five Hundred and Forty Thousand
Dollars ($540,000).

SEC 3. And 6e it further enacted, That the said bonds shall
bear date of issue and shall be listed and sold in series begin-
ning with Series A, and subsequent series shall each be initial-
ed with the following consecutive letters of the alphabet, and
the bonds of each series shall be numbered consecutively be-
ginning with the number one (1) ; and the said Board of
County Commissioners and said Commission shall from time
to time issue, offer for sale and sell, in the manner hereinafter
provided, a series of said bonds for such an amount as may
be necessary at such time or times for the purchase of sites
for and the erection of new school buildings and the enlarging
and equipping or permanent improvement of old school build-
ings, designated, as hereinafter provided, by the said Board
of County Commissioners, and said Commission, and for the
construction or permanent improvement by said Board of
County Commissioners and said Commission of public roads in
said County, designated for construction or improvement by
said Board of County Commissioners and said Commission;
