SEC. 4. And be it further enacted, That the question
whether said bonds shall be issued by the Mayor and City
Council of Havre de Grace shall be submitted to the registered
and qualified voters of said City at such time as the Mayor
and City Council of Havre de Grace may, by ordinance,
designate. There shall be printed on each ballot the words
"For City Hall Bonds" and "Against City Hall Bonds," the
same to be printed on the ballots so as to give the voter an
opportunity to designate by a cross (x) in a square or box
opposite the above-mentioned words, his answer to said
question.
If a majority of those voting on the question at said elec-
tion shall be in favor of issuing the above-mentioned bonds,
then this Act shall immediately become effective, but if a
majority of those voting on the question shall be against the
issuance of said bonds, this Act shall be of no effect and the
said bonds shall not be issued.
SEC. 5. And be it further enacted, This Act is an emergency
Act and is necessary for the immediate safety and preservation
of the people, and three-fifths of the members of both houses
of the Legislature having concurred therein shall take effect
from the date of its passage.

CHAPTER 456.
AN ACT to repeal and re-enact Section 7 of Chapter 445 of
the Acts of the General Assembly of Maryland, passed at
the January Session, 1920.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 7 of Chapter 445 of the Acts of the General
Assembly of Maryland, passed at the January Session, 1920, be,
and the same is, hereby repealed and re-enacted with amend-
ments, so as to read as follows:
SECTION 7. And be it enc-cted. That the said bonds shall be
issued in Series from one to twenty, inclusive, according to the
aggregate amount, and shall be redeemable and payable as fol-
lows : Two Thousand Dollars thereof on the first day of January
in the year nineteen hundred and Twenty-Five and thereafter
