nary, and the students and scholars therein, as shall best promote the Important objects of the insti-
tution; provided always, that the said ordinances be not repugnant to the constitution and the laws
of this state.

CHAP.
LXII.

VII. AND BE IT ENACTED, That the said trustees, and their successors, or a majority of them,
shall meet at least four times in every year in stated quarterly meetings, co be appointed by their
own ordinances, and at such other times as by their said ordinances, or by their own adjournments,
they may direct, and when so assembled, they shall have power, from time to time, to appoint a pre-
sident, treasurer and secretary, to make contracts with the, professors or teachers relative to the in-
struction of the scholars to be placed under their care, and for the payment of their salaries, to ex-
amine the progress of the students and scholars in their learning, to hear and determine on all com-
plaints and appeals, and upon all matters touching the discipline and government of the said acade-
my, and the execution of their ordinances, and generally, to manage the estate and concerns of the
said seminary in such manner as they shall deem best for the advancement and advantage of the in-
stitution

VIII. AND BE IT ENACTED, That before any trustee appointed in virtue of this act shall proceed
to execute the trusts and authorities hereby delegated, he shall qualify before some magistrate, by
taking an oath, or affirmation, as the case may be that he will truly and faithfully execute and per-
form the duties of a trustee of the said academy, without partiality or prejudice, according to the
best of his skill and judgment, and agreeably to the directions of this act; and a certificate of such
qualification shall be delivered by the magistrate, and be filed among their proceedings.

An ACT to establish pilots, and regulate their fees.
WHEREAS it is necessary for the safety and preservation of vessels bound from this state to
sea, or coining into Chesapeake bay and bound up any river of this state, or some port there-
of, that able and experienced pilots should be established to conduct and pilot such vessels, for rea-
sonable fees, to their several moorings, and that ignorant and unskilful persons should be prevented
from undertaking such pilotage;

II. BE IT ENACTED, by the General Assembly of Maryland^ That James Clarice, John Hollins, Thomas
Moore, Thomas Tennant and Gilbert Middleton, or any three or more of them, be and hereby are ap-
pointed a board, to examine any person who shall desire to be admitted a pilot, he first producing a cer-
tificate from the court of the county where he resides of his honesty and good behaviour, and paying
to the said board the sum of four dollars, and to the register of the board seventy-five cents, and if,
upon public examination, the person shall appear to the board of sufficient ability, skill and experience,
they shall grant him one of three kind of warrants of appointment and licence, according to the qua-
lification of such person, thereby authorising such person for one year from the date of such warrant,
either to pilot vessels of any draught of water, or vessels not exceeding twelve feet draught, or
vessels not exceeding nine feet draught; and every person receiving a warrant of appointment and
licence agreeably to this act, shall thereafter be reputed a lawful pilot; but no person shall be enti-
tled to receive a warrant as aforesaid as a first rate pilot, unless he hath employed himself at least
three yeais in the business of piloting vessels of any draught, or unless he hath served at least four
years as an apprentice to the business of piloting; and every pilot shall renew his warrant of licence
every year, in the month of April or May, and that no renewals shall be granted at any other time,
or new licence applied for, unless the pilot had been carried to sea, or confined by sickness, so as to
prevent his application within that period; and every first rate pilot shall pay two dollars, and every
second rate pilot one dollar and fifty cents, and every third rate pilot one dollar, to the register
of the board tor every renewal; and the board may renew any licence or not as they may think
proper.

III. AND BE IT ENACTED, That every member of the said board, before he proceeds to examine
any person applying for a warrant as a pilot under this act, shall take the following oath, or affirma-
tion, (to be administered by any justice of the peace,) to wit: " I, ——— —— , do swear, (or solemnly,
" sincerely and truly dectare and affirm,) that I will impartially examine and inquire into the capa-
" city, skill and experience, of any applicant or applicants, in the art of piloting in Chesapeake bay,
" and the rivers thereof, and will admit them as I find them qualified, or reject; them if I shall find
44 them unqualified, without favour, affection or reward."

IV. AND BE IT ENACTED, That the said board may make and use a common seal, and alter and
