40 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1808.

The question was then put, That the words " under the hand of the president and the seal of the company"
be stricken out of the said clause? Determined in the negative.

The question was then put, That the words " and the seal of the company" be stricken out? Resolved in
the affirmative.

The question was then put, That the words " or under the hand of such agent or agents as they may from
time to time authorise and appoint" be inserted in Lieu of the words stricken out? Resolved in the affirmative.

The bill being read throughout, the question was put, Shall the said bill pass? Resolved in the affirmative.

A petition from sundry inhabitants, of Prince-George's and Montgomery counties, praying for a road front
Crow's mill, by Bussard's mill on the Paint Branch, to the district of Columbia, was preferred, read, and re-
ferred to Mr. Herbert, Mr. S. Thomas, Mr. Page, Mr. Carroll and Mr. Beall, to consider and report thereon.

Mr. Wilson, from the committee, delivers to the speaker a bill, entitled, An act to authorise and empower
the levy court of Worcester county to assess and levy a sura of money for the purpose therein mentioned; which
was read the first time and ordered to lie on the table.

Mr. Wilson, from the committee, delivers to the speaker a bill, entitled, An act to lay out and make a public
road in Worcester county, and a bill, entitled, An act for the benefit of Daniel Burch, of Worcester county;
which were read the first time and ordered to lie on the table.

Mr. J. H. Thomas, from the committee, delivers to the speaker a bill, entitled, An act to open and establish
a road from near the old glass-works, called New Bremen, in Frederick county, to intersect the Baltimore and
Frederick turnpike road at the town of New-Market, in said county; which was read the first time and ordered
to lie on the table.

A petition from sundry inhabitants of Kent and Queen-Anne's counties, praying for a lottery to raise a sum
of money for the purpose of building a bridge over Chester river, was preferred, read, and referred to Mr.
Wright, Mr. Spencer, Mr. Angier, Mr. Brice and Mr. Welch, to consider and report thereon.

The bill to lay out and make public an old road in Harford county, was read the second time and passed.
Mr, M'Mahon, from the committee, delivers to the speaker a bill, entitled, An act to establish and confirm
certain acts done by persons holding offices of trust or profit under the government of the United States; which
Was read the first time and ordered to lie on the table.

Mr. Bland, from the committee, delivers to the speaker a bill, entitled, An act to alter, change and abolish,
ouch parts of the constitution and form of government of this state as relate to the manner of voting in the two
houses of the legislature; which was read the first time and ordered to lie on the table.

ORDERED, That a committee appointed to bring in a bill to abolish all those parts of the constitution as relate
to the chancellor, and to establish district chancery courts, be instructed to inquire, and report to this house,
the number of causes now depending in the court of chancery, and the time when the same were instituted.

A petition from Germain Barnaby Betouzey, praying he may be authorised to make a legal transfer of land
therein mentioned to the corporation of the Roman catholic clergymen, was preferred, read, and referred to
Mr. Carroll, Mr. Chapman and Mr. Dorsey, to consider and report thereon.

Petitions from sundry inhabitants of Caecil county, praying a bridge over Susquehanna river, were preferred,
read, and referred to the committee appointed on petitions of a similar nature.

The house resumed the consideration of the supplement to the act, entitled, An act to regulate and discipline
the militia of this state, and, on motion, the question was put, That the house reconsider the clause relative to
the meeting of the officers of each brigade? Resolved in the affirmative.

The question was then put, That the same be stricken out? Resolved in the affirmative.

On motion, the question was put, That the house reconsider the seventh section, directing the brigade inspec-
tor to attend for the purpose of instructing the officers? Resolved in the affirmative.

The question was then put, That the same be stricken out? Resolved in the affirmative.

The question was then put, That the eighth section, authorising any person not enrolled to join any uniform
company attached to a brigade different from the one in which he is or may be enrolled, be stricken out I Deter-
mined in the negative.

The bill being read throughout, the question was put, Shall the said bill pass? Resolved in the affirmative.

Mr. Cottman, from the committee, delivers to the speaker a bill, entitled, An act to authorise John Done to
manumit a negro slave therein mentioned; which was read the first time and ordered to lie on the table.

A petition from Young Wilkerson, stating that he has been an officer in the late revolutionary army, praying
for half pay, was preferred, read, and referred to Mr. Chapman, Mr. Belt and Mr. P. Stuart, to consider and
report thereon.

A petition from William Patton, of the city of Baltimore, praying a special act of insolvency, was preferred,
read, and referred to Mr. Bland, Mr. Dorsey and Mr. J. Thomas, to consider and report thereon.

The house adjourns until to-morrow morning 9 o'clock.

THURSDAY, December 8, 1808.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
