VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1808.. 31

A petition from Robert Oliver, and others, praying for a road from the city of Baltimore to the city of Wash-
ington, passing the stream of Gwinn's falls at its mouth, thence through the lands of the Baltimore company,
John Tayloe and Charles Ridgely, of William, to the river Patapsco, thence up a defile in the hills near Elk-
ridge Landing, was preferred, read, and referred to Mr. Carroll, Mr. Belt, Mr. Hodges, Mr. Bland, Mr. Her-
bert, Mr. Chapman and Mr. O. Williams, to consider and report thereon.

Mr. Hebb, from the committee, Delivers to the speaker a bill, entitled, An act to authorise the judges of
Saint-Mary's county court to direct a division or sale of the real estate of Robert Young, late of Saint-Mary's
county, deceased; which wa3 read the first time and ordered to lie on the table.

The following message was read, agreed to, and sent to the senate by the clerk.

By the HOUSE of DELEGATES, December 2, 1808.
Gentlemen of the Senate,

WE have received your message, proposing to go immediately into the election of directors to the different
banks therein mentioned, and do concur therewith. This house has nominated, in addition to those mentioned
in your message, Mr. Bennett Wheeler for the Branch of the Farmers Bank at Easton. Mr. Seth and Mr. Young
are appointed by this house to join the gentlemen named by your house to count the ballots.

By order, J. BREWER, clk.

Mr. R. Steuart, from the committee, delivers to the speaker a bill. entitled, An act to re-value the work done
on the Baltimore and York-town turnpike road; which was read the first time and ordered to lie on the table.

The house proceeded to ballot for two directors in the Fanners Bank of Maryland, two for the branch of said
bank at Easton, two for the Union Bank of Maryland, two for the Mechanics Bank of Baltimore, and one for
the Hagar's town Bank; the ballots being deposited in the ballot box, the gentlemen named to strike retired,
and after sometime returned and reported, that for the Farmers Bank of Maryland William Kilty and John S.
Belt were elected, for the Branch Bank of the Farmers Bank of Maryland at Easton David Kerr, Jun. and John
Kennard were elected, for the Union Bank of Maryland Thomas Dickson and Samuel Wright were elected, for
the Mechanics Bank of Baltimore Tobias E. Stansbury and Peter Little were elected, and for the Hagar's-town
Bank Henry Lewis was elected. Whereupon

RESOLVED, That William Kilty and John S. Belt be, and they are hereby declared to be, directors on the part
of this state for the ensuing year in the Farmers Bank of Maryland; that David Kerr, Jun. and John Kennard
be, and they are hereby declared to be, directors on the part of this state for the ensuing year in the Brunch
Bank of the Farmers Bank of Maryland at Easton; that Thomas Dickson and Samuel Wright be, and they are
hereby declared ro be, directors on the part of this state for the ensuing year in the Union Bank of Maryland;
that Tobias E. Stansbury and Peter Little be, and they are hereby declared to be, directors on the part of this
state for the ensuing year in the Mechanics Bank of Baltimore; and that Henry Lewis be, and he is hereby
declared to be, a director on the part of this state for the ensuing year in the Hagar's-town Bank.

The following resolution was read.

RESOLVED, That all proceedings against Denwood Hicks, and his securities, on a judgment obtained by the
state against them for the purchase money due on the Choptank Indian lands, be and the same are hereby sus-
pended and stayed until the first day of January, eighteen hundred and ten.

The report of the committee on the petition of William Dawson was read the second time, and the resolution
therein contained assented to.

The house resumed the consideration of the supplement to the act to regulate and discipline the militia of this
state, and the question was put, That the blank in the amendment proposed relative to persons conscientiously
scrupulous of bearing arms be filled up with the word " three ?" The yeas and nays being required, appeared as
follow:

So it was resolved in the affirmative.

The question was then put, That the house agree to the said amendment? Resolved in the affirmative.

On motion, that the following be added after the said amendment? viz. " And be it enacted, That the com-
missioned officers of the several regiments and extra battalions shall meet twice in every year, within their
respective regimental and battalion districts, for the purpose of being trained by the brigade inspectors, the days
and places of meeting to be fixed on by the brigadier-generals or commanding officers of the brigades to which
the regiments or extra battalions belong; the officers then assembled shall continue together two days, and not
longer, every time they shall be called out; every officer failing to attend such meeting on being summoned, not
having a reasonable excuse, to be adjudged of by a court-martial, shall forfeit and pay ten dollars, to be collect-
