VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1808. 21

A petition from sundry inhabitants of Frederick county, praying for a road to Frederick-town, was preferred,
read, and referred to Mr. J. Thomas, Mr. Sappington and Mr. Baer, to consider and report thereon.

Mr. Baer, from the committee, delivers to the speaker a bill, entitled, An act authorising the appointment of
commissioners to review the public road leading through the lands of Elizabeth Charlton and Mary Sim, in Fre-
derick county; which was read the first time and ordered to he on the table.

Mr. M'Mahon, from the committee, delivers to the speaker a bill, entitled, An act to reduce the per diem of
the judge and clerks of election in Allegany county; which was read the first lime and ordered to lie on the table,

A petition from the minister, elders, wardens and members of the German evangelical lutheran congregation
of Frederick-town, praying a lottery for the benefit of their church, was preferred, read, and referred to Mr.
J. H. Thomas, Mr. Baer and Mr. Sappington, to consider and report thereon.

Mr. Young, from the committee, delivers to the speaker a bill, entitled, An act to repeal part of the seventh
section of an act, entitled, A further supplement to an act, entitled, An act for the regulation and improvement
of Denton, in Caroline county; which was read the first time and ordered to lie on the table.

On motion, the question was put, That the order of this house relative to the second reading of the resolu-
tions disapproving of the embargo be rescinded? Resolved in the affirmative.

On motion, the question was put, That the said resolutions have a second reading on Tuesday next? Deter-
mined in the negative.

The house proceeded to the second reading of the said resolutions, and, on motion, the question was put,
That the following be inserted after the word " whereas?" viz. " the unjust and unwise policy pursued by the
two great belligerents of Europe against the commerce of the United Slates, have produced a crisis unusually
momentous and interesting in our foreign and domestic relations: Aud whereas the late communications to con-
gress by the president, fully evince his ardent desire to preserve the peace, happiness and neutrality, of the union;
therefore RESOLVED, by the general assembly of Maryland, That the late executive overtures to the govern-
ments of France and England, in relation to commercial rights and injuries, contain a liberal and wise system
of policy, calculated to restore commerce to her former condition, without compromising the dignity or neutrali-
ty of the United States.

RESOLVED, That we have full confidence in the patriotism and virtue of congress, and are prepared to
adopt and enforce those measures, either of peace or war, which their wisdom may direct. "

THE house met. Present the same members as on yesterday The proceedings of yesterday were read.

A petition from James Mulvany, of Washington county, stating that he has not been naturalized, and pray-
ing his title to real property may be confirmed, was preferred, read, and referred to Mr. Tilghman, Mr. Downey
and Mr. Bowles, to consider and report thereon.

The clerk of the senate delivers the bill to make public a road in Prince-George's county, endorsed, will
pass with the proposed amendments; " which amendments were read.

A petition from sundry inhabitants of Baltimore county, praying for a road from the line of Frederick coun-
ty, at Ludwig Wampler's mill, to Henry Ebaugh's mill, thence to the Hanover turnpike road at or near Richard
Richard's school-house was preferred, read, and referred to Mr. Stansbury, Mr. Chapman, Mr. Harryman,
Mr. Bland and Mr. R. Steuart, to consider and report thereon.

A petition from the trustees of Lion church, in Baltimore county, praying for a road across the main road
leading from Hanover, Pennsylvania, to Baltimore city, was preferred, read, and referred to Mr. Stansbury,
Mr. Randall, Mr. Brown, Mr. R. Steuart and Mr. Bland, to consider and report thereon.

Mr. Cottman, from the committee, delivers to the speaker a bill, entitled, An act authorising George Robert-
son and Dorothy Robertson to convey certain lands therein mentioned; which was read the first time and or-
dered to lie on the table.
