Mr. Little, from the committee, delivers to the speaker a bill, entitled, An act authorising the sale of five
thousand tickets in a lottery of the state of Pennsylvania for the encouragement of useful arts, and a bill, en-
titled, An act for the benefit of the representatives of Josiah P. Proctor, of Baltimore county, deceased; which
were read the first time and ordered to lie on the table.

The house, according to the order of the day, proceeded to the second reading of the bill authorising and em-
powering the drawing of certain lotteries for the purposes therein mentioned, and the question was put, That
the further consideration of the same be referred to the first day of June next? The yeas and nays being re-
quired, appeared as follow:

THURSDAY, January 14, 1808.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read

The supplement to an act, entitled, An act for the valuation of the real and personal property within this
state, the bill to authorise William Handy and James Ritchie to sell and dispose of the real estate of Isaac Han-
dy, late of Somerset county, deceased, the bill for the relief of Edward Henry, of Worcester county, the bill
authorising the commissioners to superintend the building of the state penitentiary to exchange with the justices
of the levy court of Baltimore county the property therein mentioned, the address to the president, and the
resolution relative to the embargo, were sent to the senate by the clerk.

A petition from sundry inhabitants of Frederick-town and county, praying for a road from Frederick-town to
Washington county line through Middle creek valley, and petitions from said county counter thereto, were pre-
ferred, read, and referred to Mr. Kuhn, Mr. Hawkins, Mr. Bowles, Mr. Schnebly and Mr. Briscoe, to consi-
der and report thereon.

On motion, Leave given to bring in a bill, entitled, A supplement to an act', entitled, An additional supple-
ment to an act, entitled, An act relating to negroes, and to repeal the acts of assembly therein mentioned. OR-
DERED, That Mr. Stevens, Mr. Seth and Mr. Sudler, be a committee to prepare and bring in the same.

The clerk of the senate delivers the bill authorising John Mitchell, late sheriff and collector of Caroline
county, to complete his collection, the supplement to an act authorising a lottery for raising a sum of money for
