20 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1806.

THURSDAY, November 20, 1806.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
Mr. Cleaves appears in the house. Mr. Callis has leave of absence.

A petition from Thomas Nicholls, of Simon, of Montgomery county, praying that he-may be reimbursed For
the expence of surveying confiscated property purchased of the state, was preferred, read, and referred to Mr.
Watts, Mr. Darne and Mr. Carroll, to consider and report thereon.

On motion, Leave given to bring in a bill, entitled, A further additional supplementary act to the act, en-
titled, An act for quieting possessions, enrolling conveyances, and securing the estates of purchasers. ORDER-
ED, That Mr. Chapman, Mr. Shaaff, Mr. Sudler, Mr. Frisby and Mr. Kerr, be a committee to prepare and
bring in the same.

On motion, ORDERED, That the bill to incorporate the stockholders in the Mechanics Bank of Baltimore,
have a second reading on Tuesday next.

A petition from James Forrest, register of wills for Saint-Mary's county, stating, that a number of wills and
other papers remain unenrolled in said office, and praying a law may pass to remedy said evil, was preferred,
read, and referred to Mr. W. H. Brown, Mr. Hebb and Mr. Blakistone, to consider and report thereon.

A petition from sundry inhabitants of Caroline county, praying for a road beginning at or near a red house,
the property of Daniel Swiggott, and running to. the new road leading from or passing by Solomon Richardson's
dwelling-house, Was preferred, read, and referred to Mr. Bayard, Mr. Turpin and Mr. Jump, to consider and
report thereon.

A petition from sundry inhabitants of Saint-Mary's county, praying a law may pass increasing the allowance
to pilots, and prohibiting slaves from acting in that capacity, was preferred,. read, and referred to Mr. Blakis-
tone, Mr. Hebb and Mr. Frazier, to consider and report thereon.

The resolutions in favour of Francis Fairbrother and Anthony Fox, were sent to the senate by the clerk.

Mr. Waters, from the committee, delivers to the speaker a bill, entitled. An act for the relief of Hugh Lem-
mon and James Burton; which was read the first time and ordered, to lie on the table.

The additional supplement to an act, entitled, An act to streighten part of. the road in Harford county which
leads from Underhill's mill to the city of Baltimore, was read the second time, passed, and sent to the senate
by the clerk.

On motion, Leave given to bring in a bill, entitled, An act relating to the public roads in Queen-Anne's county.

ORDERED, That Mr. J. Brown, Mr. Gleaves and Mr. Downes, be a committee to prepare and bring in the same.

A petition from Robert Orrell, sheriff, of Caroline county, praying some additional provision to be made for
satisfying sheriffs for the prison fees of insolvent debtors and criminals, was preferred, read, and referred to
Mr. Bayard, Mr. Chapman, Mr. Winder, Mr. Turpin and Mr. Little, to consider and report thereon.

The clerk of the senate delivers the bill to lay out and open a public road in Hopkins's neck, in Talbot county,
endorsed " will pass with the proposed amendments; " which amendments were read the first and second time,
agreed to, and the bill ordered to be engrossed. And the bill authorising a lottery for raising a sum of money

for the use and benefit of the Charitable Marine Society of the city. of Baltimore, endorsed " will pass with
the proposed amendment" which amendment was read the-first and second time,, agreed. to, and the bill or-
dered to be engrossed,

Mr. Jump, from the committee, delivers to the speaker a bill, entitled, A further supplement to the act, en-
titled, An act for erecting a village at Choptank Bridge, in Caroline county, and for other purposes therein
mentioned; which was read the first time and ordered to lie on the table.

Mr. Little, from the committee, delivers to the speaker a bill, entitled, An act annulling the marriage, of
Rowland Overy and Elizabeth Overy; which was read the first time and ordered to lie on the table.

On motion, Leave given to bring in a bill, entitled, An act to restrain and prohibit the emigration of free
negroes into this state. ORDERED, That Mr. Hebb, Mr. Chapman, Mr. Winder, Mr. Pearce and Mr. Briscoe,
be a committee to prepare and bring in the same.

The following message was read the first and second time.

By the HOUSE of DELEGATE S, November 20, 1806.
Gentlemen of the Senate,

WE have received your message relative to the order of this house on the 15th inst, changing the mode of
communication between the two branches of the legislature. We have, upon further consideration, rescinded

that order, and again adopted the former mode. We wish to be understood, that it will ever be our ardent de-
sire to preserve harmony and a good understanding between the two branches of the legislature.

And the question put, That the house agree to the same? The yeas and nays being required, appeared as follow;
