Mr. Hawkins, from the committee, delivers to the speaker a bill, entitled, An act authorising the chancellor
in certain cases to decree conveyances for land the title to which is in British subjects; which was read the
first time and ordered to lie on the table.

Mr. Dorsey, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petitions of Charles Alexander Warfield, and of Robert Dorsey,
surviving executor of Edward Dorsey, of Caleb, having taken the same into consideration report, that at No-
vember session, seventeen hundred and ninety-two, the legislature of Maryland passed a resolution, directing
one thousand pounds to be advanced to Dennis Griffith, then employed in preparing a map of the state of Ma-
ryland, on condition of securing the repayment of the said sum, with interest. This condition, your commit-
tee believe, was intended rather to secure the performance of the work than the repayment of the money, such
a map being indispensable to the state tor public and private purposes, and no doubt the legislature would have
readily contributed that sum for the encouragement of the work, which eventually has been ably executed; the
bonds, however, remain in the treasury, and the legislature has since discharged the principal, Dennis Griffith,
by an act of insolvency, but have continued to exact the interest, and hold the securities, who have not been
released, bound for the payment of their proportion of the principal sum, although these securities have been
induced to join in the bonds from benevolent motives, without any prospect of advantage to themselves.

Your committee further state, that on the memorial presented by Elizabeth Johnson, widow of Horatio John-
ion, one of the securities of the said Dennis Griffith, the legislature, at the last session, fully impressed with
an opinion that the security demanded on the part of the state was only intended to insure the completion of
the work, acknowledged to be useful, and from which the state has already received ample remuneration, exo-
nerated the estate of the said Horatio Johnson from any claim or demand of the state.

Your committee further report, that during the present session of the general assembly a memorial was pre-
sented by John Sprigg Belt and William Hammond, two securities of the said Dennis Griffith, and by Philemon
and Joshua Griffith, executors of Henry Griffith, one other security of the said Dennis Griffith, praying to be
relieved from all responsibility to the state on account of securityship for Dennis Griffith, and the legislature,
fully sensible of the propriety of the application, released them from their liability. Upon this view of the
subject the committee think that the object of the present petitions ought to be granted, being of opinion that
the advantages given to one citizen should not be withheld from another, and that every principle which could
have influenced the legislature in interfering on behalf of the other securities will with force apply in the pre-
sent instance; your committee therefore submit the following resolution:

RESOLVED, That Charles Alexander Warfield, and Robert Dorsey, surviving executor of Edward Dorsey,
of Caleb, be and they are hereby exonerated and discharged from the debts due the state from the said Charles
Alexander Warfield and Edward Dorsey, of Caleb, deceased, as securities of Dennis Griffith, and the treasurer
of the western shore be and he is hereby directed to release to the said parties the bonds for the payment of the
debts aforesaid.

Which was read.

Mr. Montgomery, from the committee, delivers to the speaker the following report:

THE committee to whom was referred the petition of Daniel Sheredine, of Caecil county, report, that they
have taken the same under their consideration, and find the facts therein stated to be true, and are of opinion
that the relief prayed for ought to be granted; they therefore submit the following resolution:

RESOLVED, That the governor and council be and they are hereby authorised to direct that the suit instituted
at the instance and for the use of the state, in the late general court of the eastern shore, against Daniel She-
redine, a security for a certain Letitia Crookshanks, administratrix of a certain John Crookshanks, late of
Caecil county, deceased, who in his life-time was a security of a certain Patrick Hamilton, a former she-
riff and collector, be struck off and discontinued upon the payment, by the said Daniel Sheredine, of all
costs which have accrued in said suit, and that the claim against the said Daniel Sheredine shall be thereafter
cancelled.

Which was read.

THE committee to whom was referred the petition of John Love, of Harford county, report, that they have
taken the same into their consideration, and are of opinion, that under all the circumstances existing in the
case, the prayer thereof ought not be granted.

Mr. Stephen, from the committee, delivers to the speaker a bill, entitled, An act to authorise a lottery with-
in the city of Baltimore; which was read the first time and ordered to lie on the table.

Mr. Bruce, from the committee, delivers to the speaker a bill, entitled, An additional supplement to an act
for the relief of creditors, and to prevent frauds and deceits occasioned by secret sales, and mortgages and
gifts, of goods and chattels; which was read the first time and ordered to lie on the table.
