A memorial from David Barclay and John Lloyd, praying that they may be reimbursed for two thousand two
hundred pounds bank stock, allowed by them to Henry Harford, Esquire, was read and ordered to lie on the
table.

On motion, ORDERED, That Mr. Stephen, Mr. Montgomery and Mr. Lloyd, be a committee to report such

rules as are proper to be observed during the session.

On motion, ORDERED, That Mr. Chapman, Mr. Stephen, Mr. Montgomery, Mr. Shaaff and Mr. Mercer, be

ORDERED, That they have power to send for persons, papers and records.

The speaker laid before the house a letter from Benjamin Harwood, trustee, enclosing an account current of
interest and principal received to the first day of October, eighteen hundred and five; an account current of
funded stock to the first day of November, eighteen hundred and five; and an abstract of dividends of interest
and principal received from the first day of October, eighteen hundred and four, to the first day of October,

On motion, ORDERED, That Mr. Montgomery, Mr. Chapman, Mr. Watts, Mr. Stephen and Mr. Shaaff, be a

committee to examine and report what laws expire with the present session.

On motion, Leave given to bring in a bill, entitled, an act to reform the penal laws of this state. ORDERED,
That Mr. Montgomery, Mr. Ellicott, Mr. Harryman, Mr. Chapman and Mr. Shaaff, be a committee to prepare

and bring in the same.

A petition from John Newton, late a soldier in the extra regiment of Maryland, stating, that he had been
wounded in two instances, and praying some allowance for his support, was preferred, read, and referred to Mr.
Chapman, Mr. Stuart and Mr. Parnham, to consider and report thereon.

The speaker laid before the house an account of the fees received by the examiner-general for the eastern
shore; which was read and ordered to lie on the table.

A petition from Patrick Lyddan, of Montgomery county, praying an act of insolvency, was preferred, read,
and referred to Mr. Watts, Mr. Montgomery, Mr. Ogden, Mr. Stephen, Mr. Ellicott, Mr. Cockey and Mr.

Frazier, to consider and report thereon.

Petitions from William Tibbels, of Talbot county, Richard Waters, of William, and Silas C. Bush, of Somer-
set county, praying acts of insolvency, were preferred, read, and referred to the committee appointed on the
petition of Patrick Lyddan.

On motion, ORDERED, That all petitions for acts of insolvency, hereafter presented and read, be referred to
the committee appointed on petitions of a similar nature.

On motion, ORDERED, That the printer to the state be and he is hereby directed to print one hundred co-
pies of every bill, resolution and report, containing subjects of a general nature, which shall be read by the
clerk during the session, also, of all official papers, for the use of the members.

A petition from John J. Purnell, of Worcester county, praying an act of insolvency, was preferred, read, and
referred to the committee appointed on petitions of a similar nature.

The house adjourns until to morrow morning 9 o'clock.

FRIDAY, November 8, 1805.

THE house met. Present the same members as on yesterday. The proceedings of yesterday were read.
Mr. William Somervell, a delegate returned for Calvert county, appeared, and after qualifying in the mode pre-

scribed by the constitution and form of government, and taking the oath to support the constitution of the

United States, took his seat in the house.

A petition from Samuel Hooper, of Dorchester county, praying that a law may pass, enabling him to make

a good and valid conveyance to Isaac Creighton, in fee, of the lands and premises therein mentioned, agreeably

to his contract with the said Creighton, was preferred, read, and referred to Mr. Frazier, Mr. Ward and Mr.

Watts to consider and report thereon.

Mr. Shaaff, from the committee of elections and privilege, delivers to the speaker the following report:
THE committee of elections and privileges report, that they have inspected the returns of the judges of
elections for the several counties, and for the city of Baltimore, and of the mayor and aldermen of the city of
Annapolis, and find, that by the said returns the following persons are elected", declared and duly returned as
members of the house of delegates, to wit: For Saint-Mary's county, Henry Neale, William Hebb, John R.
Plater and John Leigh, Esquires; for Kent county, James Scott, Benjamin Hanson, Cornelius Hum and Wil-
liam Gale, Esquires; for Anne-Arundel county. Richard Merriken, John F. Mercer, Lloyd Dorsey and Joshua
C. Higgins, Esquires; for Calvert county, William Holland. Richard Mackall, Benjamin Hance Mackall and
William Somervell, Esquires; for Charles county, Philip Stuart, George D. Parnham, William H. McPherson

and George Harryman, Esquires; for Talbot county. Perry Spencer, Thomas S. Denny, Edward Lloyd and
Solomon Dickinson, Esquires; for Somerset county, George W. Jackson, Thomas Bayly, John Cottman and
James C. Hyland, Esquires; for Dorchester county, Solomon Frazier, Joseph Ennalls, George Ward and John
Smoot, Esquires; for Caecil county, John J. Cox, Frisby Henderson, Thomas Moffit and James Leiper Porter,
