110 VOTES AND PROCEEDINGS, NOVEMBER SESSION, 1805.

The clerk of the sen. ate delivers the bill to pay the civil list, and other expences of civil government, the
bill to authorise the elders and trustees of the German evangelical reformed church in Baltimore county to draw
a lottery within the city of Baltimore, and the bill authorising a lottery for raising a sum of money for repair-
ing Saint-George's church on Deer creek, in Harford county, severally endorsed, " will pass. " Ordered to
be engrossed. And the resolutions in favour of John C. Bond, endorsed, " dissented from. " And the resolu-
tion in favour of Martha Hall, endorsed, " assented to. "

The house, according to the order of the day, resumed the consideration of the bill for the encouragement
of learning within this state; on progression, the question was put, That the following be inserted after the
words "may be" in the fourth clause? viz. and on the same day annually for ever thereafter, and when so
assembled, shall receive applications from the parents, guardians, or others intrusted with the care of poor and
orphan children, and then determine which of the same shall receive their schooling at the public expence;
provided, that the amount of the tuition of the whole number so to be admitted, estimating each scholar at
eight dollars, shall not exceed one moiety of the sum hereby appropriated as a public donation to their respec,
tive counties; and the said trustees are hereby authorised and directed to agree with, and pay to. any school-
master who shall educate such children, the sum of eight dollars for the tuition of each and every of them. "
Resolved in the affirmative.

On motion, the question was put, That the words " and when met, shall determine on the places at which
schools shall be established in each election district of their county, " be stricken out of said clause? Resolved
in the affirmative.

On motion, the question was then put, That the following be inserted in lieu of the words stricken out? viz.
" And be it enacted, That the trustees aforesaid are hereby authorised and directed to apply the other moiety
of the public donation hereby made to their respective counties, in aid of, and for the support of, any academy
that may be already established within their said counties, or for the erection or support of some other county
school or schools, at such place or places as a majority of them shall determine on, agreeably to the provisions
of this act. " Resolved in the affirmative.

On motion, the question was put, That the further consideration of the said bill be referred to the next ge-
neral assembly? The yeas and nays being required, appeared as follow:

So it was resolved in the affirmative.

The following resolution was read, viz.

RESOLVED, That in lieu of the seventeen hundred and fifty pounds annual donation, heretofore appropriated
to St. John's college, which has been withdrawn during the present session of assembly, and in order that the
trustees of the said college may be enabled to continue the buildings already erected, the philosophical apparatus,
and other necessaries heretofore provided at great expence for the purpose of educating youth in the higher
branches of literature, the sum of ———— dollars be paid annually, in half yearly payments, to the visitors and
governors of the said college, and their successors.

On motion, the question was put, Will the house reconsider the bill for the encouragement of learning in
this state ? Determined in the negative.

The house proceeded to the second reading of the bill appropriating a sum of money for the erection of a pe-
nitentiary; on progression, the question was put, That the blank therein be filled up with the words " thirty
thousand?" Determined in the negative.

The question was then put, That the said blank be filled up with the words " twenty thousand?" The yeas

and nays being required, appeared as follow:

the remainder of them to fill up such vacancy or vacancies at their first or any subsequent meeting thereafter. "
