bonds and shall designate the saine on the said bonds and
the coupons thereto attached.
SEC. 7. And be it further enacted as aforesaid, That the
money arising from the sale of said bonds or so much thereof
as may be necessary shall be available for the purchase of the
existing electric light plant in Snow Hill but only upon the
conditions hereinafter set out.
SEC. 8. And be it further enacted as aforesaid, That the
foregoing sections shall not become effective unless the same
be approved by a majority of the qualified voters of Snow
Hill participating in the town election to be held in the town
of Snow Hill on the first Monday in May, 1920, at which
time the question of the bond issue as hereinbefore provided
shall likewise be submitted to said qualified voters; and it
shall be the duty of the Mayor of Snow Hill at least ten
days before said election to cause a copy of this Act, together
with a statement of the amount of the appraisement herein-
after provided for, to be set up in at least six public places
of said town and to cause at least seven days' previous notice
of such proposed submission of bond issue and of the amount
of the appraisement by advertisement in both newspapers
published in Snow Hill, which advertisement shall contain a
statement of the amount of the appraisement and a condensed
statement of the substance of this Act; and it shall be the
duty of the Mayor to cause to be printed for use in voting on
said question official ballots and each ballot shall have printed
on it in parallel lines and in plain type the words "For Elec-
tric Light Bond Issue," and "Against Electric Light Bond
Issue." Each such ballot on which a cross (X) shall be
placed in the square opposite the words "For Electric Light
Bond Issue" or "Against Electric Light Bond Issue" shall
be counted as a vote in the. affirmative or negative, as the
case may be, but no ballot shall be counted as a vote upon
the question unless said official ballot is used and unless a
cross (X) shall be placed opposite one of the said phrases.
Such official ballots shall be in the custody of and supplied
by the town election officials at the opening of said polls and
shall be identified by the initials of the said election officials
placed thereon by them at the time of issuing the same and
before the same are marked and voted. The manner of
canvassing the vote and making the returns thereof shall be
the same as in the ballots cast for Mayor and City Councilmen.
