special election, the Mayor and Council of Hagerstown shall
by ordinance or resolution fix and designate the date when the
said provisions of this Act shall be submitted to the qualified
voters of Hagerstown at such special election, which date shall
riot be less than eight nor more than twenty davs after the
passage of said ordinance or resolution. In case more votes
are cast at said general municipal election in March, 1920,
or at any special election thereafter, against than for said
bond issue, the Mayor and Council shall within ninety (90)
days thereafter by ordinance or resolution fix a date for the
resubmission of the provisions of this Act to the voters of
Hagerstown and resubmit the provisions of this Act as herein-
after provided. The provisions of this Act shall be published
in full at least three (3) times in each of the daily newspapers
published in Hagerstown, the first of said publications to be
not less than eight (8) days before the time of either the gen-
eral or special election.
The manner of submission shall be, that on the ballots at
the said regular municipal election or at any special election,
there shall be printed the words '' For issuing bonds for addi-
tional funds to complete the Sewerage System," with a blank
square opposite at the right, and the words "Against issuing
bonds for additional funds to complete the Sewerage System,"
with a blank square opposite at the right, and all voters de-
siring to vote for the provisions of this Act shall place a cross
(X) mark in the square opposite the words "For issuing
bonds for additional funds to Complete the Sewerage System,"
and all voters desiring'to vote against the provisions of this
Act shall place a cross (X) mark in the square opposite the
words "Against issuing bonds for additional funds to com-
plete the Sewerage System." If at the regular municipal or
any special election held under the provisions of this Act a
greater number of persons shall vote "For issuing of bonds
for additional funds to complete the Sewerage System" than
"Against issuing of bonds for additional funds to complete
the Sewerage System," then the provisions of this Act shall
immediately go into effect. In .case a greater number of per-
sons at the general or any special election held under the
provisions of this Act shall vote "Against issuing bonds for
additional funds to complete the Sewerage System," the
Mayor and Council of Hagerstown shall resubmit the pro-
visions of this Act to the qualified voters of Hagerstown at a
