and has entered upon the construction and establishment of
the same, and has carried on the completion of a large portion
thereof; and

WHEREAS, It has been ascertained by said Sewerage Com-
mission that the money derived from the Act of 1916, Chap-
ter 29, will not prove sufficient to enable the said Sewerage
Commission to complete said sewerage system and sewerage
disposal plant and drainage system so planned and projected
by it, and more money is, therefore, needed for the completion
of said work.

SECTION 1. Now, THEREFORE, Be it enacted by the General
Assembly of Maryland, That in order to provide additional
money for the projection, construction, establishment and
completion of said sewerage system, sewerage disposal plant
and drainage system for Hagerstown, the Mayor and Council
of Hagerstown be and it is hereby authorized, empowered
and directed to borrow a sum of money not to exceed seven
hundred and fifty thousand dollars, upon the faith and credit
of Hagerstown; and to provide for borrowing the sum neces-
sary to construct said sewerage system and sewerage disposal
plant the Mayor and Council of Hagerstown is hereby em-
powered and directed to issue coupon bonds in such amounts
and denominations as it may deem best, said bonds to be is-
sued from time to time as the Mayor and Council of Hagers-
town shall by ordinance prescribe, said bonds to be signed by
the Mayor with the seal of the city attached thereto, attested
by the Clerk of the Mayor and Council, coupons thereof to be.
signed by the Mayor or a facsimile of his signature stamped
thereon, and to bear interest not exceeding five per cent per
annum, payable on the first day of July and January in each
year; said bonds and coupons when signed by the Mayor and
attested by the Clerk, as directed by this Act, shall be handed
over to the Tax Collector of said city, who shall receipt for the
same, which receipt shall be filed with and safely kept by the
Clerk of the Mayor and Council, and the bond of the said Tax
Collector shall be responsible for the safekeeping of said
bonds and the proceeds thereof. The Tax Collector shall sell
said bonds at public auction or by sealed bid after giving at
least two weeks public notice by advertisement in one or more
newspapers published in Hagerstown and in the City of Bal-
timore, under the supervision of and at such time and in
such amounts as the Mayor and Council shall order, but no
