are hereby authorized and directed in each and every year to
levy upon the assessable property in the said town of Milling-
ton, such sums of money as may be necessary to pay the inter-
est on said bonds as said interest shall become due and pay-
able and also to levy such sums in addition thereto as may be
required to pay or redeem said bonds as the same mature from
time to time until all of said bonds shall have matured, which
tax shall be levied and collected by the said Commissioners of
Millington in the same manner as the town taxes now are or
may be hereafter collected and have the same priority, rights,
bear the same interest and penalties and in every respect be
treated the same as said town taxes for the Town of Millington
now are, and shall be in addition to the taxes which are or may
hereafter be collected for the said town of Millington.

SEC. 6. And be it enacted, That the Commissioners of
Millington for the purpose of assessing benefits for the con-
struction of said water supply and sewerage system for said
town, shall divide all properties binding upon a street, lane,
alley or right-of-way, in which a water main or a sewer is to
be laid, into four classes, namely: agricultural, small acreage,
industrial or business, and sub-division property. Immediately
upon the commencement of the water supply and sewerage
project the Commissioners of Millington are empowered and
directed to fix and levy a benefit charge upon all property
abutting upon said water supply or sewerage system, or both,
in accordance with the classification, and shall in writing
notify all owners of said properties into which class their re-
spective properties fall and the charges determined upon,
naming also in said notice a time and place when and at which
said owners will be heard. Such notice may be mailed to the
last known address of the owner, or served in person upon any
adult occupying the premises, or in the case of a vacant or im-
proved property, posted upon the premises. The classification
of and benefit assessed against any property as made by the
Commissioners of Millington shall be final, subject only to re-
vision at said hearing. The Commissioners of Millington may
change the classification of properties from time to time, as
said properties change in the uses to which they are put. Said
benefits shall be levied for said water supply or sewerage con-
struction, or for both, upon the number of front feet abutting
upon the street, lane, alley or right-of-way in which the said
wanter main or sewer is placed ; provided, however, that no lot
