aforesaid, giving notice of the date when the said assessment
shall be finally ratified and adopted by the said Commissioners
of Cambridge and an opportunity shall thereby be given to all
persons interested therein to appear and be heard by the said
Commissioners; and any person interested feeling aggrieved
by the passage of any ordinance or of any assessment herein
mentioned and made in pursuance hereof, shall have the right
within ten days after the passage, final ratification and adop-
tion of any such assessment, of an appeal to the Circuit Court
for Dorchester County, and on appeal the Court shall inquire
fully into the matter and either sustain or dismiss the appeal,
whichever to it shall appear right and proper, and, provided
further that no such improvement shall be made in any year,
as herein mentioned, the cost of which shall, on the part of the
said town or to be paid from the treasury of the town, exceed
the amount levied for such purpose at the time of making the
annual budget, and the said Commissioners, may, in making
the annual budget and levy in each year in anticipation of
applications for the improvements herein mentioned, include
in such budget and levy such a sum, as they may think reason-
able for the town to attempt in the current year for which
budget and levy is then being made.
SECTION 2. And be it further enacted, That this Act shall
take effect from and after the first day of June, 1920.
