or "Captain," and "Lieutenant," and for other members of
the police force not to exceed the sum of one hundred and
fifteen dollars per month, and said policemen shall be subject
to removal for cause; they shall have power to appoint special
policemen, if in their judgment the circumstances of the town
shall require it; provided, however, that the term of appoint-
ment of such special policemen shall not exceed a period of
thirty days. The Fire Marshal and Assistant Fire Marshals
provided for by ordinance of the Mayor and Council of Ha-
gerstown. for the more effective discharge of their duties and
the protection of property, shall, during the time of fire, have
all the powers of a policeman in the toAvn of Hagerstown, and
said Fire Marshal and Assistant Fire Marshals shall take the
oath prescribed for policemen of said town and shall serve
without pay.
SECTION 2. And be it further enacted, That the provisions
of this Act. shall not. become effective unless the same, when
submitted as hereinafter provided to the qualified voters of
the City of Hagerstown, at their regular municipal election,
to be. held on the fourth Monday of March, 1920, shall be ap-
proved as hereinafter stated. The provision of this Act shall
be published in full at least three times in each of the daily
newspapers published and circulated in Hagerstown, the first
of said publications to be not less than ten days before the
time of said election. The manner of submission shall be,
that, on the ballot at the regular municipal election aforesaid,
there shall be printed the words "For a salary of six hundred
dollars per annum each for said Street Commissioners," with,
a blank square opposite at the right and the words "Against
the salary of six hundred dollars per annum each for said
'Street Commissioners," with a blank square opposite at the
right, and all voters desiring to vote for the provisions of this
Act. shall place an X mark in the square opposite the words
"For a salary of six hundred dollars per annum each for said
Street Commissioners," and all voters desiring to vote against
the provisions of this Act shall place an X mark opposite the
words "Against a salary of six hundred dollars per annum
each for said Street Commissioners." If at the regular munic-
ipal election, held under the provisions of this Act, a greater
number of said qualified voters shall vote "For a salary of
six hundred dollars per annum each for said Street Commis-
sioners." than shall vote "Against a salary of six hundred
