shall be passed by the Board of County Commissioners to a
fund which shall be a part of the revenue for the ensuing fiscal
year.

Provided, however, and all the provisions of this Act are
subject to this proviso, that in order to liquidate and pay off
gradually the present floating debt of the county, represented
by certificates of indebtedness falling due after the passage
of this Act, the County Commissioners of said county are au-
thorized to temporarily borrow on promissory notes during
the fiscal year 1920-1921 a sum or sum's of money not to exceed
sixty thousand dollars ($60,000), the same to mature and be
paid not later than September first of the following fiscal
year; and said County Commissioners are authorized to
temporarily borrow on promissory notes during the fiscal year
1921-1922 a sum or sums of money not to exceed forty thou-
sand dollars ($40,000), the same to mature and be paid not
later than September first of the following fiscal year; and
said County Commissioners are authorized to temporarily bor-
row on promissory notes during the fiscal year 1922-1923 a sum
or sums of money not to exceed twenty thousand dollars ($20,-
000), the same to mature and be paid not later than Septem-
ber first of the following fiscal year, whereupon this proviso
authorizing the temporary borrowing of money shall bo void
and of none effect.

SECTION 152I. And be it further enacted, That the Board
of County Commissioners shall during the month of May of
each year give notice to the people of Frederick County, by
advertisement in at least two newspapers of general circula-
tion and published in said county, of the times and place of the-
sitting of said Board of Estimates during the following June,
and that at such sittings the said Board of Estimates will re-
ceive and consider applications for appropriations for im-
provements and other purposes and such other matters as may
be brought before them in connection with which money may
be appropriated.

SECTION 152J. And be it further enacted, That the said
Board of Estimates, after receiving all of the estimates in the
manner hereinbefore provided for, together with such esti-
mates as they shall themselves make, before determining the"
aggregate of estimates they shall carefully consider each esti-
mate, and so fix the amount of the same that it shall be what is
reasonable and proper, and that they shall in making and
