ordinances by reasonable fines and penalties; it may recover
said fines and penalties by action of debt. And in addition
thereto the Mayor sitting as a judge may order the confine-
ment of the parties or party convicted of violating any such
ordinance and failing to pay such fine or penalty, until said
fine or penalty shall be paid, not exceeding fifteen days in the
town lock-up, if any be provided, or in the county jail, and the
sheriff of Prince George's County shall receive and confine any
person so committed. Said Council shall also have the power
to fix the compensation of the treasurer of said town.

OATH OF OFFICE.

SECTION 9. And be it further enacted, That every officer
of said town, whether elected or appointed, shall, before enter-
ing upon the duties of his office, make oath that he will dili-
gently and faithfully, without favor, affection or partiality,
execute the duties of his office. The elective officers of said
town shall make such oath before any Justice of the Peace or
Notary Public of Prince George's County, and the appointive
officers before the Mayor and Common Council of said town,
each of whom shall have the power to administer oaths within
said town. The certificate of said oath 'shall be filed with either
the Mayor or the Clerk of said Council.

BOARD OF ASSESSORS.

SECTION 10. And be it further enacted, That there shall
be appointed by the Mayor and Common Council three assess-
ors, who shall constitute the Board of Assessors and shall serve
six years, except that the first board so appointed shall have
one member appointed for two years, one member appointed
for four years and one member appointed for six years, and
thereafter one assessor shall be appointed every two years to
serve six years. Said assessors shall possess the qualifications
required of the Mayor of said town. The said Board of Assess-
ors shall every three years on the first day of June make up a
list of all assessable real property, and transmit the same to the
Mayor and Common Council. The said Mayor and Common
Council shall as soon thereafter as may be practical fix the
annual rate of said town, based upon the return of said asses-
ors. Before said assessment shall be valid or such taxes become
