fifth day of April, each year, both dates inclusive.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1920.

CHAPTER 681.

AN ACT to authorize the Board of County Commissioners of
Carroll County to refund to Samuel H. Crawford, Jr., of
Hanover, in the State of Pennsylvania, fifty dollars, less
five per centum, for money paid by the said Samuel H.
Crawford, Jr., for certain auctioneer's license fees under
Chapter 633, Laws of Maryland, 1914.

WHEREAS, Samuel H. Crawford, Jr., of Hanover, Pennsyl-
vania, 'did, in compliance with Chapter 633 of the Acts of
1914, of the General Assembly of Maryland, pay to the Clerk
of the Circuit Court for Carroll County, the sum of fifty dol-
lars, in the year 1914, for his license as a non-resident auc-
tioneer, which sum, less five per centum, was paid to the Board
of School Commissioners of Carroll County; and

WHEREAS, The Court of Appeals of Maryland did, in an
opinion handed down on February 1, 1918, declare Chapter
633, Laws of Maryland, 1914, unconstitutional and void;
therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Carroll County be
and they are hereby authorized to refund and pay to Samuel
H. Crawford, Jr., the sum of fifty dollars, less five per centum.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1920.

Approved April 16, 1920.

CHAPTER 682.

AN ACT to add a new section to Article 59 of the Code of Pub-
lic General Laws of Maryland, title "Lunatics and In-
sane," sub-title "The Lunacy Commission," to be known
as Section 20-A, to follow immediately after Section 20.

Be it enacted by the General Assembly of Maryland, That
a new section be, and the same is hereby, added to Article 59
