Issuance of Bonds" and "Against Issuance of Bonds," and
the qualified voters of said town, desiring to vote on said
question at said election, shall indicate their choice of said
propositions by making a cross opposite the proposition for
which they desire to east their vote, and if a majority of the
votes so cast are marked "For Issuance of Bonds," then this
Act shall be in full force of law; otherwise, it shall be. of no
effect. The judges of election shall, immediately after elec-
tion, certify to the Mayor and Town Council of Oakland the
result of said election. The said election herein provided for
shall be held in the same manner and under the same regula-
tions as in case of other and regular municipal elections in
said town.
SF.C. 10. And be it further enacted, That this Act is an
emergency law and necessary for the immediate preservation
of the public health and safety, and having been passed by
a yea and nay vote, supported by three-fifths of all the
members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 615.
AN ACT to add three new sections to Article 13 of the Code
of Public Local Laws of Maryland, title, "Harford
County," sub-title, "Bel Air," to be known as Sections
121-A, 121-B and 121-C, and to follow immediately after
Section 121 of said Article, giving certain additional
powers to the town of Bel Air.
SECTION 1. Be it enacted by the, General Assembly of
Maryland, That three new sections be and they are hereby
added to Article 13 of the Code of Public Local Laws of
Maryland, title, "Harford County," sub-title, "Bel Air," to
be known as Sections 121-A, 121-B and 121-C, to follow imme-
diately after Section 121 of said Article and to read as follows:
121-A. That, in addition to the powers conferred upon
said town by its charter, set forth in said Article, title and
sub-title, the said town shall have power and authority, and
it is hereby authorized and empowered, to levy taxes to the
