receive the same fees as are allowed constables for similar
services; and should the bailiff wilfully fail to discharge any
of the duties of his office, lie may, in addition to the remedy
on his bond, be fined by the Town Commissioners, in their
discretion, not exceeding ten dollars for any one offense, for
the payment of which fine his bond shall be liable and respon-
sible.

SEC. 22. And be it further unacted, That the president
shall preside at all meetings of the Town Commissioners and
he shall have all the power of a Justice of the Peace for the
collecting and recovering of fines and penalties and the com-
mitting of offenders for violations of law within the corporate
limits of said town, or of any ordinance duly passed and en-
acted by said Town Commissioners; and an appeal from his
decision and judgment in any case may be taken to the Circuit
Court for Charles County, which shall hear and determine
the matter as upon appeals from Justices of the Peace; pro-
vided, the party aggrieved by such decision and judgment
give bond, with sureties approved by the president in double
the amount of the judgment and cost against him.

SEC. 23. And be it further enacted, That the justices of
the peace for Charles County residing for the time in the
town of Indian Head are hereby declared to be the conserva-
tors of the peace of the town, and it shall be their duty to
order the arrest of any person breaking the peace of the
town or disturbing the quiet and order thereof, or violating
any of the ordinances made and passed by the Town Commis-
sioners for securing the safety of the property and persons
of the inhabitants of the town; and upon complaint being
made, under oath, before any such justice of the peace of the
violation of any ordinance of the town of Indian Head, he
shall forthwith issue process against the offender in the name
of the Town Commissioners of Indian Head to recover the
fine or penalty imposed for the violation of such ordinance
and may hear and determine the matter as in other cases
arising under the laws of this State in which he has jurisdic-
tion, and shall receive the same fees therefor.

SEC. 24. And be it further enacted, That all fines and
penalties as well as all taxes collected under the provisions
of this Act, shall be collected in the name of and for the
use of the Town Commissioners of Indian Head, who shall
