then this Act shall be void and of no effect; and the judges
of said Municipal Election or a majority of them shall return
to the President of.the Board of Commissioners of Thurmont
the number of ballots cast "For Issue of Bonds" and "Against
Issue of Bonds," respectively, and the said President of the
Board of Commissioners of Thurmont shall announce the
result thereof.

SEC. 5. And be it further enacted. That this Act is and
it is hereby declared to be an emergency law, necessary for
the immediate preservation of the public health and \safety
and shall take .effect from the date of its passage.

CHAPTER 562.

AN ACT to authorize and empower the Maryland State Roads
Commission to confer with the State Highway Depart-
ment of Delaware on the question of linking up the State
Roads System of the two States, and providing for survey
and estimate of cost of construction of the Maryland part
of the link decided upon.

(Vetoed.)

CHAPTER 563.

AN ACT to add an additional section to Article 75 of the Code
of Public General Laws, title "Pleadings, Practice and
Process at Law," under a new sub-title, "Jury May In-
spect Property," said additional section to be designated
as Section 98-A.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and the same is hereby added to
Article 75 of ;the Code of Public General Laws, title "Plead-
ings, Practice and Process at Law," under the new sub-title
of "Jury May Inspect Property," said new section to be
"known as Section 98-A, to follow immediately after Section 98,
and to read as follows:

SECTION 98-A. It shall be lawful for the court in any civil
action at law, upon the application of any party to the cause,
if in the opinion of the court it is proper and in the interest
of justice so to do, to make such order as may be necessary
