said election. The manner of submission shall be that, on the
ballot at the said regular municipal election there shall be
printed the words "For issuing of bonds to construct a
Lake," with a blank square opposite at the right, and the
words "Against issuing- of bonds to construct a Lake," with
a blank square opposite at the right, and all voters desiring
to vote for the provisions of this Act shall place a cross (X)
mark in the square opposite the words "For issuing bonds to
construct a Lake," and all voters desiring to vote against the
provisions of this Act shall place a cross (X) mark opposite
the words "Against issuing of bonds to construct a Lake."
If at the said regular municipal election held under the pro-
visions of this Act a greater number of said qualified voters
shall vote "For issuing of bonds to construct a Lake" than
shall vote "Against issuing of bonds to construct a Lake"
then and in that event the provisions of this Act shall im-
mediately go into effect and become operative. In case a
greater number of said qualified voters at said election held
under the provisions of this Act shall vote "Against issuing
of bonds to construct a Lake" than "For issuing of bonds to
construct a Lake" then and in that event this Act shall become
null and void and of no effect.

SECTION 10. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for the
immediate preservation of the public health and safety, and
shall take effect from the date of its passage.

CHAPTER 57.

AN ACT to compel the use of accurate scales by dealers of
merchandise and other products.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Article 97 of the Annotated Code of Maryland, title
"Weights and Measures," be and it is hereby amended by add-
ing a new section to be known as Section 8-A, to follow imme-
diately after Section 8 of said Article, and to read as follows:

8-A. It shall be unlawful for any person, firm or corpora-
tion, or agent, employee or officer of any person, firm or cor-
poration to have in his, their or its possession for commer-
cial purposes, any scale designated or commonly known as fam-
