1st. That the Tariff, or compromise act,
should be observed inviolate and in good faith,
2d. That the Public Lands are the proper-
ty of the States, and no distribution of them
should be made, in which all do not participate,
3d. That after the wants of Government are
supplied, the surplus revenue ought to be dis-
tributed quarter annually to the States,
4 th. That Congress has authority to put in
requisition all the resources of the country, and
a patriotric people will never fail to support,
