Five Thousand Dollars ($5, 000), said bonds to be exempt
from county and municipal taxation.

SEC. 2. And be it further enacted, That before the said Com-
missioners of Aberdeen, may issue any bonds as herein pro-
vided, the said Commissioners shall pass an ordinance setting
forth the purpose for which said bonds are to be issued, the
amount thereof, their denomination, the rate of interest they
are to bear, and the time and manner in which they are to be
paid.

SEC. 3. And be it further enacted, That 'such ordinance
referred to in the preceding Sections, shall be submitted to the
legal voters of said town for the purpose of ascertaining,
whether the majority of those voting shall give their assent
thereto, and the said Commissioners shall give notice of a spe-
cial election to be held for that purpose by publication in the
Aberdeen Enterprise or some other paper published in said
town, and if there be no newspaper published in said town,
then in some newspaper published in Harford County, for at
least twenty days before said election; shall appoint the judges
of said election, and shall cause a copy of the ordinance to be
posted at the polling place, and at other public places in said
town.

SEC. 4. And be it further enacted, That the said ordinance
shall be passed upon by the registered and qualified voters of
said town in the form and manner prescribed in the Charter
of said town of Aberdeen in Section 15-1.

SEC. 5. And be it further enacted, The authority conveyed
by this Act authorizing the commissioners of Aberdeen to bor-
row Five Thousand Dollars ($5, 000) in the manner set forth
in the four preceding sections, is granted in excess of the
authority now given said commissioners, and the money ob-
tained from the issuance of said bonds shall be used for im-
provements to the walks, water, streets, lights and health of the
said Town of Aberdeen.

SEC. 6. And be it further enacted, and it is hereby de-
clared, That this Law is an Emergency Law, and necessary for
the immediate preservation of the Public Health and Safety.

SEC. 7. And be it further enacted, That this Act shall take-
effect from the date of its passage.
