97. The Town Commissioners of La Plata shall annually
appoint a clerk who shall also be treasurer, who shall keep min-
utes of their proceedings in a well-bound book, procured by the
Town Commissioners for that purpose, which shall be open to
the inspection of all persons interested therein; he shall also
keep proper accounts as treasurer and shall perform such other
duties as the Town Commissioners may assign to him.
98. The Town Commissioners of La Plata shall annually
appoint a bailiff who shall prevent or disperse disorderly or
irregularly meetings of persons within the corporate limits of
said town; enforce the ordinances enacted by the Town Com-
missioners, and perform such other duties as the Town Com-
missioners may prescribe; and who shall have, within said cor-
porate limits all the authority of a constable in making arrests
and serving warrants and processes, whether ordered and is-
sued by the Town Commissioners or the president thereof, or
by any Justice of the Peace.
99. The Town Commissioners of La Plata and all other
officers of the corporation created by this act or appointed by
said Town Commissioners shall before they enter upon their
duties of their respective offices make oath before some Justice
of the Peace that they will diligently and faithfully to best of
their skill and judgment perform the duties of their office, and
shall file a certificate thereof, signed by the officer before whom
said oath was taken, among the records of the corporation.
100. The Clerk and Bailiff appointed in accordance with
the provisions of this act shall each give bond to the Town
Commissioners of La Plata in such penalty and with such bare-
ties as said Town Commissioners may require and approve,
conditioned for the faithful performance of the duties of their
office as clerk and bailiff, respectively, and the said bonds shall,
if the Town Commissioners require, be recorded in the office of
the clerk of the Circuit Court for Charles County.
101. The Town Commissioners of La Plata shall allow
their clerk and bailiff such compensation as may be deemed
reasonable by said Town Commissioners.
102. The Town Commissioners of La Plata shall pass and
enact ordinances for the following purposes: —to open, widen,
straighten, change and close highways, roads, streets, lanes and
alleys, within the corporate limits of said Town of La Plata,
and may make, grade, repair the same; they may dig or ditch
for drainage purposes and make subways for either drainage or
sewerage purposes; they may remove nuisances and obstruc-
