and adopt plans and specifications for the erection of said an-
nexes or additions and as said plans and specifications are deter-
mined upon, said Board of County School Commissioners shall
invite sealed proposals by advertisement, for a reasonable time,
for the construction and completion of said work, which pro-
posals shall be sent in sealed envelopes in care of County School
Superintendent of Anne Arundel County, addressed to the
President of said Board of County School Commissioners, and
shall be publicly opened on the day and at the hour named in
said advertisement, and said proposals setting forth the amount
of money for which the parties proposing will complete the
annexes or additions according to the plans and specifications,
and the time or times at which payment therefor shall be made,
and the time when said annexes or additions shall be com-
pleted; and the said Board of County School Commissioners
may reject any or all bids, or may award the contract to the
lowest responsible bidders upon such bidders giving bonds to
the State of Maryland in such penalty as said Board of County
School Commissioners shall determine, conditioned for the
faithful discharge of the contracts entered into, which bonds
shall be liable at the suit of the Board of County School Com-
missioners of Anne Arundel County for violations of their
conditions; and said Board of County School Commissioners
is hereby authorized to name one of its own members and the
County Superintendent under whose control and supervision,
as to material and workmanship, such annexes or additions
shall be erected; and said Board of County School Commis-
sioners shall purchase and install such furniture and heating
plants as they may deem proper to heat said annexes or addi-
tions.

SEC. 10. And be it enacted, That this Act shall take effect
from the first day of June, 1916.
