State Employment Agencies.
2A. It shall be the duty of the State Board of Labor and
Statistics to organize, establish and conduct free employment
agencies, in such parts of the State as said Board may deem
advisable, for the free use of the citizens of the State of Mary-
land, fur the purpose of securing employment for unemployed
persons who may register in said agencies, and for the pur-
pose of securing help or labor for persons registering as appli-
cants for help or labor. The said Board shall investigate the
extent and the cause or causes of unemployment in this State,
and the remedies therefor adopted and applied in the States
of this country and in other countries, and report thereon to
the Governor, and shall do all in its power to bring together
employers seeking employees and working and laboring peo-
ple seeking employment
SEC. 3. And be it further enacted, That a new section be
and the same hereby is added to Article 89 of the Annotated
Code of Maryland, title "Statistics and Information as to
Branches of Industry, " sub-title "Arbitration of Labor Dis-
putes, " said new section to be sub-titled "Arbitration of Dis-
putes between Employers and Employees, " to follow imme-
diately after section 10 of said Article and sub-section, to be
known as section 11, and to read as follows:
Arbitration of Disputes between Employers and Employees.
11. It shall be the duty of the State Board of Labor and
Statistics to do all in its power to promote the voluntary arbi-
tration, mediation and conciliation of controversies and dis-
putes between employers and employees, and to avoid resort
to lockouts, boycotts, blacklists, discriminations and legal pro-
ceedings in or arising out of such controversies and disputes
and matters of employment. In pursuance of this duty, the
said Board may, whenever it deems advisable, but subject to
the approval of the Governor, appoint boards of arbitration
for the consideration and settlement of such controversies and
disputes, and may provide for the necessary expenses of such
arbitration boards, and for such reasonable compensation to
the members serving thereon as the said Board may deem
proper, not exceeding, however, the sum of five dollars per
day for each member for each day during which such member
is engaged in work upon said arbitration boards. The said
Board shall prescribe rules of procedure for such arbitration
