and naming a building commission to supervise the building
and furnishing of said school.
WHEREAS, The public school building at Glen Burnie, Anne
Arundel County, is now totally inadequate to accommodate
the children desiring to attend the same; and
WHEREAS, The location of Glen Burnie as to railways, the
State Boulevard and improved State Roads, makes it an ideal
place for the location of a public school of larger size than the
ordinary public school and where a higher course of study
should be pursued than in the ordinary public school of the
County; therefore,
SECTION 1. Be it enacted by the General Assembly of
Maryland, That William S. Crisp, William Craig Lord, Wil-
liam F. Keuthe, Edward Woodfall and Clayton Spitler, be
and they are hereby constituted a Building Committee for the
purpose of purchasing a lot and erecting upon the same and
furnishing when completed a public school building in the Vil-
lage of Glen Burnie, Anne Arundel County, Maryland. Four
of said Committee shall constitute a quorum and the concur-
rence of four of them shall be necessary for the decision of all
questions which may. arise in the discharge of their duties.
The School Commissioners of Anne Arundel County are hereby
authorized to name one additional member of said Committee
and to fill all vacancies occurring in said Building Committee,
whether from death, resignation, refusal to act or otherwise.
SEC. 2. And be it enacted, That the said Building Commit-
tee shall as speedily as possible after the passage of this Act
purchase a suitable lot and procure and adopt suitable plans
and specifications for the erection of said school building, and
as soon as said plans and specifications are determined upon
said Building Committee shall invite sealed proposals by ad-
vertisement for a reasonable time for the construction and com-
pletion of said building, which proposals shall be sent in sealed
envelopes addressed to the Chairman of said Committee, and
shall be publicly opened on the day and at the hour named in
said advertisement, said proposals setting forth the amount of
money for which the party proposing will complete the build-
ing according to plans and specifications, and the time or times
at which payment therefor shall be made, and the time when
said building shall be completed; and the said Building Com-
mittee may reject any and all bids, or shall award the contract
to the lowest responsible bidder, upon such bidder giving bond
