Section 28H. Be it further enacted, That certificates may
be granted by the State Game Warden to any properly ac-
credited person of the age of twenty-one years or upwards, per-
mitting the holder thereof to collect birds, their nest or eggs,
for strictly scientific purposes only. In order to obtain such,
certificate the applicant for the same must present to the State
Game Warden written testimonials from two well known orni-
thologists, certifying to the good character and fitness of said
applicant to be entrusted with such privilege, and must pay to
said officer one dollar ($1. 00) to defray the necessary expenses
attending the granting of such certificate, balance, if any, to
the State Game Protection Fund. On proof that the holder of
such certificate has captured or killed any bird, or taken the
nest or eggs of any bird for other than scientific purposes, the
certificate shall become void, and he shall be liable to a fine, of
not less than fifty dollars ($50. 00) nor more than one hundred
dollars ($100. 00), or imprisonment of thirty (30) days, or
both fine and imprisonment.

Section 28 I. Be it further enacted, That the certificates
authorized by this Act shall expire on the 31st day of Decem-
ber of the year issued, and shall not be transferable.

Section 28 J. Be it further enacted, That the English spar-
row, starling, cooper's hawk, duck hawk, sharp-shinned hawk,
and great horned owl, are not included among the birds pro-
tected by this Act. This Act does not prevent any person from
killing crows or blackbirds on his premises if destructive to
crops, provided that said birds are not sold or offered for sale
or shipped out of the State.

Section 28K. Be it further enacted, That any person vio-
lating any of the provisions of this Act, except Section 28H,
shall be guilty of a misdemeanor, and upon conviction before
any justice of the peace, shall be liable to a fine of not less
than Five dollars ($5. 00) nor more than Twenty-five, dollars
($25. 00), for each bird, living or dead, or part of a bird, or
nest, or set of eggs or part thereof killed or captured or pos-
sessed, in violation of this Act, or be imprisoned in jail for not
more than thirty (30) days, or suffer both fine and imprison-
ment.

Section 28L. Be it further enacted, That all game war-
dens, sheriffs, constables or other officers shall have the duty
of enforcing the provisions of this Act.
