of the State of Maryland, of the State-aided elementary and
secondary schools, and of the higher educational institutions
of the State of Maryland, with a view of correlating and co-
ordinating the different institutions, wholly or partially sup-
ported by State appropriations; and,

WHEREAS, said Commission completed its survey of the
State-aided elementary and secondary schools of the State of
Maryland, and on December 20th, 1915, submitted its findings
with recommendations to the Governor, and the Governor
transmitted the said report to the General Assembly in accord-
ance with the provisions of Section 1 of Chapter 844 of the
Acts of 1914; and,

WHEREAS, as is shown by said report, it was not possible for
the Commission, within the time prescribed by Chapter 844 of
the Acts of 1914, to complete its survey of the higher educa-
tional institutions of the State; therefore,

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Governor of the State of Maryland be,
and he is hereby authorized, empowered and directed to re-
appoint as a Commission any or ail of the three members whom
he appointed to the Commission created by Chapter 844 of
the Acts of 1914, or in the place and stead of any or all of
such, members he is hereby authorized, empowered and directed
to appoint such other person or persons, as he in his discretion
may select; provided the total number of members of the Com-
mission shall not exceed three. The Commission shall continue
the survey made by the Commission created by Chapter 844
of the Acts of 1914, so that such survey shall include the acad-
emies and colleges, agricultural, professional, and the other
higher institutions of learning receiving aid from the State of
Maryland; they shall study the administration of the said
institutions, they shall consider the appropriations made there-
for, investigate the use of the funds so appropriated and shall
report their findings, with recommendations to the Governor;
which report shall be transmitted by the Governor to the Gen-
eral Assembly at its session of 1918.

SEC. 2. And be it further enacted, That no member of the
Commission hereby created shall be compensated for his serv-
ices, but each member shall be paid his travelling and other
necessary expenses incurred in attending meetings or in per-
forming other duties incidental to the work of the Commission.
