the National Guard and the number required to bring the or-
ganizations thereof up to the authorized war strength of cor-
responding units in the Regular Army, with an addition of ten
per centum to be used for such purposes as needed.
Section LT. Any enlisted man of the National Guard, who
has served a full enlistment of three (3) years, may, upon his
own request in writing, duly approved by his immediate com-
manding officer, be placed upon the reserve list.
Any officer who has served continuously for five years, may,
upon his own request in writing, duly approved by his imme-
diate commanding officer, be placed upon the reserve list. All
officers and enlisted men on the reserve list shall be liable for
duty with the organization to which they belonged at the time
of being placed upon said reserve list, either on active service,
or at camps of instruction; they shall be permitted to retain
and wear their uniform under the same regulations and re-
strictions as the active members of the organization are per-
mitted to. do. They may also be permitted, in the discretion
of the commanding officer of such organization, to perform such
additional duties as they may volunteer for, such as routine
drills, parades, etc., provided, however, that no officer or man
on the reserve list receive any pay or compensation except while
on active duty.
Section LII. The officers commanding the Brigade and
Naval Brigade may cause those under their command to per-
form any military duty, and shall be responsible to the Gover-
nor for the general efficiency of the National Guard and for the
drill, instruction, inspection, small arms and artillery practice,
movements, operations and care of troops. Commanding offi-
cers of organizations shall be responsible to their immediate
commanders for the equipment, drill, instruction movements
and efficiency of their respective commands. All commanding
officers and enlisted men shall be responsible to their immediate
commanding officer for prompt and unhesitating obedience,
proper drill and the preservation and proper use of the prop-
erty of the State and of the United States or organization in
their possession. The Brigade and Naval Brigade shall be in-
spected not less than once a year, and oftener, in the discretion
of the Commander-in-Chief.
Section LIII. Officers and enlisted men may be warned
for duty as follows: Either by stating the substance of the
order or by reading the order to the person warned, or by leav-
